花線封街辦活動 履約期可隨時終止

行政院公共工程委員會審議「花蓮縣路跑、馬拉松或自行車等相關活動統籌規劃執行專業服務委託案」，證明該案合法且縣府得本於權責辦理，工程會同意備查。

由於封街路跑、騎單車等休閒活動盛行，廠商收取報名費及接受相關單位補助，無法規範，但衍生的交通秩序、緊急醫療、環保衛生等費用及後續責任，均由政府負責、全民買單，花蓮縣政府認為不合理，決心將運動賽事法制化。

縣府要求得標廠商需支付新台幣1億8千萬元權利金，以及每年10%回饋金，用於社會福利等公益支出。為期15年的履約期間，機關得因政策變更，隨時終止契約並依比例退還相關費用，不致影響未來首長職權。
