新北市長朱立倫今天表示，新北市升格沒有增加財源是事實。推市庫券「沒有選戰考量」，只是單純為了財務調度。

新北市擬發行市庫券引發民進黨籍立委批評，甚至還拿過去蘇貞昌主政的原台北縣政府預算相比，朱立倫則回說，立委只來新北市2年多，可能忘了一件事，那就是新北市政府預算與過去台北縣政府加上29鄉鎮市的預算總數幾乎一樣。

他表示，新北市升格4年來，任何原台北縣議員或新北市議員等民代都知道，財政收支劃分法未修法通過，新北整體財源未增加，1年少了新台幣200億元，這是事實。

他表示，只是希望市庫券能起示範作用，除創造民眾新的投資機會，各級政府也可用比較低的利息得到財務調度。他強調此舉「沒有選戰考量」，只是單純為了財務調度。(中央社)
