巴拉圭重要的國營國會電視台（TV Camara）於當地時間8日上午11時，以30分鐘現場直播專訪中華民國駐巴拉圭大使劉德立，談兩國建交57周年雙邊合作關係成果。

劉德立在訪談中表示，對於兩國超過半世紀以來友誼及合作成果極為肯定。強調目前兩國雙邊合作重點，在與巴國卡提斯政府於5年內推動興建4500戶平民住宅及相關設施以嘉惠巴國民眾，以求協助巴國達成弭貧與改善人民生活。

此外，劉德立指出，台灣協助巴國推動如花卉、養魚等各項農業技術合作與提供赴台專業訓練講習課程，另提供巴國青年如台灣獎學金、國合碩博士班獎學金、義守大學醫學院獎學金、淡江大學亞洲研究所數位學習碩士在職專班及華語進修獎學金等機會。

在提供人道援助方面，因應巴國水患，台灣已提供11萬美元供購買床墊及毛毯等救濟物資予受災民眾，旅巴台僑社團也提供各項捐贈糧食及物資，以期結合中華民國政府及民間資源投入救災工作，使巴國需要幫助的民眾能感受來自台灣人民的溫暖。

劉德立除感謝並珍視與巴國政府及人民間之友誼外，並強調與巴國政府建立共識，各項雙邊合作計畫均以透明、負責、效率3原則努力推動。

劉德立在回應有關兩岸關係發展現況時表示，希望與愛好和平者共同努力追求理想。台海兩岸在分隔60餘年之後，已透過政府及民間的密切交流建立和諧氛圍。
