睽違10年，中央銀行今天公布，8月12日將發行總額新台幣100億元的2年期定期存單（NCD），以因應市場需求，並增加金融機構資產配置的多元性。

央行業務局長蔡俊雄指出，前次央行發行2年期定存單的時間是在民國92年7月15日。這一次在銀行的建議及衡量資金情勢下，決定先發行100億元的2年期定存單，試一試市場水溫。

債市交易員分析，央行發行2年期定存單不代表利率反轉，加上發行量只有100億元，也不能視為「緊縮」政策，只能解讀為央行試金融市場的水溫，或調整央行定存單結構的做法。

交易員表示，目前市場游資充斥，定存單餘額約維持6.5兆元。而前次364天期定存單得標利率0.63%，是相當低的利率水準，呈偏空反應，央行定存單標售結果值得關注。

央行表示，100億元的2年期定期存單將於9日投標及開標，12日發行，採複數利率標；銀行、信用合作社、票券金融公司及中華郵政公司都可投標，每一投標單位得標總額不得超過標售總額的30%。
