八年八百億元治水計劃即將結束，朝野立委呼籲要延長治水計劃。國民黨立委李鴻鈞直言，當年扁政府提出八年八百億元，就是民粹治水，並非專業考量，沒有把真正問題點出來，而是由中央編列特別預算，由地方政府提報預算額度，該怎麼使用也沒提，錢就給了，沒有成效也是可以預期。

李鴻鈞建議，中央應跨部會成立一個小組，立即針對全台易淹水地區做一個通盤的體檢，真正點出問題，再針對問題對症下藥，提出因地制宜的整治計劃，再討論需要多少預算，而非先匡列預算再談整治計劃。

李鴻鈞說，該用工程方式解決就用工程方式，該改變地方生活型態就改變生活型態，八年八百億元案已經失敗過一次，呼籲政府應慎思，不要重蹈覆轍。他主張治水計劃應整體檢討後再重新提出，讓治水可以治本。

日本新型固體燃料火箭『埃普西隆』27日因異常情況在發射臺上中止點火。這一發射及變故吸引了眾多媒體的格外關注，不少媒體談論的焦點在於這種火箭背後的『軍用疑雲』。

根據新華網報導，去(2013)年7月有韓國媒體報導，『日本已擁有性能極優秀的液體燃料火箭（下稱液體火箭），但還不斷開發固體燃料火箭（下稱固體火箭），難道不是為了軍事目的嗎？』美國《紐約時報》也報導說，『埃普西隆』大小的固體火箭可應用於洲際彈道導彈。

對於這些疑問，大陸航天專家龐之浩28日在接受新華社記者採訪時表示，運載火箭現在大多使用液體燃料。但液體火箭需裝配燃料輸送系統，固體火箭是將固態燃料直接裝入燃燒室，因此後者可以更簡單、快速地發射。正因如此，在導彈中用固體燃料發射的類型較多。

龐之浩說，導彈與運載火箭的最主要區別是導彈運載器的有效載荷是彈頭，運載火箭的有效載荷是航天器。從理論上講，日本的『埃普西隆』火箭確實可以用於導彈發射，這種『改造』是比較容易的。鑑於『埃普西隆』火箭的近地軌道運載能力為1.2噸，因此假如對其進行改造，變成中程或中遠端導彈問題不大。

龐之浩還表示，近些年來日本在軍用太空開發方面有不少動作，其中最主要的舉措是從2003年開始雙管齊下地發射光學和雷達成像偵察衛星。去年，日本已建成由4顆衛星組成的偵察衛星系統，其光學和雷達成像衛星的解析度分別達到0.6公尺和1公尺，這一偵察衛星系統可每天對特定地點至少拍攝一次。

在導航方面，日本已經發射『准天頂１號』導航衛星，今後還將發射5顆，建成獨立的衛星導航系統。導航衛星的軍事用途非常大，它能使導彈、炸彈『長眼睛』,實現精確打擊。此外，日本還可能進一步發展導彈預警衛星，並藉此擺脫對美國的依賴。『這些年日本一直在修改相關法律條文，以削弱對其軍用衛星的限制，』龐之浩說，這些做法剛開始還遮遮掩掩，如今日本基本是在公開研制、使用軍用衛星。

當然目前尚無證據表明，『埃普西隆』火箭將用於軍事目的。目前這一火箭的主要用途是發射小衛星，開展科研和遙感。研發『埃普西隆』火箭可使日本運載火箭家族發展為一個完整系列。例如日本已有的H2A火箭有5種配置，能發射大型和中型航天器，但用它發射小衛星就大材小用了。假如『埃普西隆』火箭在實用中能證明其低成本及可靠性，它就有望在國際商用小衛星發射市場上掙得更多份額。

據CMoney統計，截至8月30日止，市場權證發行檔數 (含上市櫃)為12,982檔，較去年同期11,283檔小增699檔；流通在外市值為37.3億元，較去年同期20.7億元大幅增加80%；而在外流通張數為735萬張，亦較去年同期的411萬張增加78%，市場成長趨勢明顯。

根據統計，8月成交量前幾大標的仍由聯發科、台積電、鴻海等大型電子權值股領軍，較為例外的僅有食品類股的統一。統一於8月8日除權息之後，未出現填權息反而行情破底，許多投資人選擇向下承接，造成認購權證成交量暴增的情況。

永豐金證券衍生商品部副總白清圳表示，權證是有時間價值的高槓桿商品，價格漲跌取決於現貨，現股飆漲固然有機會收高報酬，但若看錯方向還是必須立即停損才是明哲保身之道，或也可視時機改用認售權證參與行情。

白清圳進一步表示，投資人在選擇權證的時候，應避免以成交量大小作為必要篩選條件，觀察指標可以隱含波動率穩定度、報價是否合理以及掛單量大小為主。

另一方面，若干中小型股亦相當活絡，永豐金證券舉出現貨創高帶動權證價格飆漲的例子給投資人參考。

伍豐因搶下博弈商機利多而股價自7月25日起漲，從56.9元來到8月27日的高點83.2元，短短一個月漲幅逾40%；而連結伍豐的認購權證永豐QR(708644)的收盤價也從7月25日的0.66元漲到8月27日的2.34元，漲幅達254%。

洋基隊先發連環爆，諾瓦昨天以104球完封金鶯隊，證明自己是穩定的力量，也為洋基在美聯外卡戰中取得優勢。

諾瓦本季成為金鶯的剋星，他曾在7月5日對金鶯一戰完投、只掉兩分，昨天再度完投，拿下生涯首場完封勝。他說：「感謝教練對我的信任，每次出場都能帶給球隊贏球機會，我覺得很棒。」

諾瓦此役只讓金鶯擊出3支安打，另送出1次保送、5次三振，拿下本季第8勝。教練吉拉迪很滿意子弟兵的好投。

金鶯教頭蕭瓦特表示，諾瓦是美聯東區防禦率亮眼的投手，加上曲球很有威力，整場又未出錯，讓金鶯打者找不到縫隙攻擊。

洋基此役有7支安打，但建功的都是卡諾，他在首局擊出二壘安打先馳得點，8局轟出本季第25支全壘打，讓洋基以2：0賞給金鶯2連敗。洋基目前以半場勝差將金鶯擠到美東第4，在美聯外卡位居第3，僅次於光芒、運動家隊。
