德國勞工部近日實施新規定，部內主管非遇緊急事件不得在非上班時間打電話或寫電子郵件給下屬，以減輕員工的壓力。勞工部希望企業界跟進。

德國「明鏡周刊」報導，近一年來，勞工部長烏蘇拉‧馮德萊恩一直要求企業界明確規範主管打電話給下屬的時段，如今她以身作則，規定勞工部主管非上班時間用電話或電郵聯絡員工，僅限於「特殊情況」。

新規定包括：非上班時間不能用手機聯絡同事，非聯絡不可也以干擾越少越好為原則。主管應避免在非上班時間對下屬提出要求，若因工作需要而聯絡，前提必須是「情況特殊，不能等到下一個工作日」。非上班時間開手機或在電腦旁待命的員工越少越好。主管聯絡下屬時必須「考慮到讓對方有足夠的個人及家庭時間」。如果員工下班後關手機，或未回覆主管的電子郵件，不應受到處分。

新規定不僅適用於在勞工部辦公室上班的同仁，也適用於在家工作和外勤同仁。勞工部表示，他們是德國第一個訂定主管聯絡下屬規範的中央部會。勞工部職員工會為了新規定，與主管談判許久。新規定將影響勞工部一千一百名員工。

馮德萊恩說，由於科技發達，部內同事不論身在何處，用手機都能聯絡上，他們非常需要知道什麼時候得讓主管找得到，什麼時候是私人時間。

連日豪雨造成山區土石鬆軟，今天清晨苗119線多處土石坍塌交通中斷，昨天深夜還傳出誤報有人受困沙洲，消防隊員疲於奔命。

氣象局資料顯示，截至早上8時，苗栗縣24小時累積雨量，以公館鄉192毫米和銅鑼鄉188毫米為最多，造成銅鑼鄉苗119線多處土石坍塌，雙向交通暫時中斷，鄉公所接獲通報，已經派人前往搶通。

此外，台3線126公里處也因為嚴重積水交通受阻，水深一度及胸，有用路人強行開車想要通過，車輛當場熄火，駕駛受困其中，所幸消防隊員接獲通報立刻趕往，順利把人救出車外送往醫院觀察，目前已無大礙。

零星災情不斷，昨天深夜卻還有民眾報案表示，看到後龍溪河床上有人受困，警義消20餘人頂著大雨、冒險涉溪前往搜索，但一直找到凌晨都一無所獲，不排除是誤報，或把釣客誤認為是受困民眾。

豪雨帶來土石流，也把自來水公司附掛在火炎山隧道旁的輸水幹管壓斷，造成通霄、苑裡以及西湖、後龍部分地區大約1.6萬戶停水，工程人員表示，今天如果雨勢稍微緩和就要立刻進行搶修，希望在2日下午恢復供水。

【綜合報導】美國警方今日指出，一名26歲男子葛瑟雷奇(Robin Gutheridge)涉嫌搶劫銀行，但葛瑟雷奇為了躲避警察追捕，竟從大樓的21樓處直接跳下，最後墜落在1樓的垃圾車裡，幸好大難不死。

不過警方也指出，葛瑟雷奇因此受重傷，目前人仍在醫院治療當中。
