申奧三步驟 國際奧委會大權在握

【聯合晚報╱記者李亦伸報導】

日本東京申辦2020年夏季奧運成功，未來七年漫長的籌備、組織、測試和壓力，考驗才剛要開始。國際奧會夏季奧運申辦城市，從申請、初選、評估到票決，整個過程國際委會委員印象和喜好，決定最終結果。

申奧城市第一步提出申請，評估項目多達15項，包括場館規畫、交通、醫療、藥檢、體育普及程度、安全防護和相關政策，由國際奧會委員和外部專家組成評估小組，通過申辦手續核可得列為候選城市。

第二步是候選城市必須提交申奧報告和保證書，評估小組將對申奧城市進行考察評估，並寫成評估簡報，提供國際奧會委員參考，這分報告將做為奧委會最終投票的主要參考。

第三步是提交國際奧委會委員全會進行票選，透過各輪投票，決定最終奧運舉辦城市。
