當電動車撞到機車，要怎樣處理？

我朋友再6/29號那天跟人發生擦狀。地點在雲林斗南的延平北路2段跟南昌路紅綠燈交叉路口。照朋友的說法他騎著電動腳踏車跟汽車一同左轉，沒注意到紅綠燈問題。等他注意已經煞車不及，跟不知為何停下車的機車相撞。所幸雙方沒事，也沒當下報警，留下了電話便離開了現場。事後對方要他去看車子修理狀況，並說明車行報價為5千多塊。照我朋友說法只是機車腳踏板破了洞，修理費稍嫌過高。我有請他找時間去拿報價單了。現在要怎樣處理呢？
