【陳彥豪／台北報導】2013雞籠中元祭的放水燈大遊行將於8/20(二)登場，明(17)日為了替活動暖身，免費提供1000個彩繪水燈讓民眾施放，當天18:00起，民眾只要前往基隆市海洋廣場，即可排隊依序領取水燈並彩繪或撰寫平安話語，隨後在工作人員協助下於海洋廣場旁施放。免費水燈限量1000個，拿完為止。
