去年繳交的所得稅，國稅局陸續退稅，苗栗市黃姓市民退稅一元，他今天把這張退稅一元國庫支票PO在臉書，網友議論紛紛，其中兩人表示也收到同樣是一元退稅支票，有網友認為是「擾民」，有人建議留下來當紀念品，百或裱起來當作傳家之寶，或留下當故事的證據。

黃姓市民說，一元支票也不知道銀行會不會收，寄這張國庫支票，郵資廿五元，信封、紙張，差不多五元，共卅元左右，還不算人工等其他成本，卻「寄一張一塊錢給我，我看這一塊錢捐出去好了」。

國稅局苗栗分局秘書李瑞賢表示，一元退稅不敷成本，過去做法是兩百元以下不退稅，但因去年遭立委質疑「吃錢」，財政部規定無論金額大小都要退稅，分局已向上級反映，建議金額非常少，研商不退稅。

【聯合晚報╱記者李亦伸/綜合報導】

標榜年輕、速度和力量的奧克拉荷馬雷霆，開季前再傳不好消息，今年四月開刀修補膝蓋半月板的雷霆後衛衛斯特布魯克 (Russell Westbrook)，由於膝蓋腫脹傷勢復發，已經再度進行關節鏡手術，開季至少4-6周無法出賽。

雷霆總管普雷斯帝 (Sam Presti)昨天發表聲明，他指出，「衛斯特布魯克的膝蓋傷勢出現反覆，不得不再進行一次關節鏡手術，修補原本傷處鬆動的縫合點。」

NBA今年球季將於10月30日開打，依照衛斯特布魯克的膝蓋狀況，他的復出之日可能會在十二月初，至少會缺席一個多月例行賽。

上季雷霆在季後賽第二輪就是因為失去衛斯特布魯克，慘遭灰熊淘汰，衛斯特布魯克是在第一輪對火箭時，被火箭後衛貝佛利 (Patrick Beverley)撞傷右膝，進行半月板修補手術。

雷霆在稍早媒體日就宣布，衛斯特布魯克因為膝蓋腫脹無法練習，而且傷情不斷出現反覆，經過隊醫診斷，決定再度進行手術。

普雷斯帝強調，比較幸運的是，衛斯特布魯克之前開刀修補的半月板，恢復情況良好，目前腫脹情況是因為之前手術縫合處出現鬆動造成，與半月板的復原無關。

衛斯特布魯克是雷霆本季重返西區冠軍兩大台柱之一，年輕的雷霆一開季就蒙上傷病陰影，看來雷霆新球季的挑戰和傷病麻煩，短期內還不會太平靜。

中央銀行總裁彭淮南2日在立法院財委會接受質詢時透露，基於3大理由，經央行理事會決議，我國外匯存底部分已持有人民幣，至於有多少比例，彭淮南則說，由於對市場會有影響，這部分不方便透露。

根據央行統計，截至今（2013）年8月底，台灣外匯存底達4093.88億美元，再創歷史新高，增加的原因主要是央行外匯存底投資運用收益被歐元貶值折計美元後減少的金額抵銷所致。此外，至今年8月底，外資持有國內股票及債券按當日市價計算，連同其新台幣存款餘額共折計2253億美元，約當外匯存底55%。

不過，彭淮南2日至立法院財委會進行業務報告並備詢，國民黨立委費鴻泰問到，外匯存底是否考慮增加人民幣幣別？對此，彭淮南則透露，其實立委多次提出建議，央行也加以研究，並提到央行理事會審慎討論。

彭淮南進一步說，在3大理由之下，包括一、實際需要，兩岸貿易達1600億美元，兩岸金流高達5000億美元；二、大陸是目前外匯存底最高的國家高達3.6兆美元，而且國家債信良好；三、兩岸去年也已簽署貨幣清算備忘錄，今年本國銀行也開放人民幣業務，目前已有11個國家央行及兩個國際金融機構持有人民幣資產，因此，央行理事會決議，外匯存底一部分持有人民幣，目前我國外匯存底也已持有人民幣。

至於立委進一步追問持有人民幣的比例有多少？彭淮南則指出，由於這會對市場造成影響，不便公布。對此，費鴻泰也給予尊重，對於外匯存底持有人民幣，也給予肯定表示，尊重央行專業考量。

立委趙天麟上午在立法院委員會質詢時，批評派遣公司與邀派公司將勞工當保特瓶「隨用隨丟」，呼籲勞委會應該要盡快提出派遣法，保障派遣員工的權益。勞委會主委潘世偉回應，未來派遣員工將是派遣公司的員工，立法也會保障派遣員工的權益，讓雇主覺得派遣員工和正式員工的人事成本費用差不多，進而減少使用派遣員工。
