國民黨主席馬英九今晚表示，這次劣質豬油事件能被揭發，要歸功於屏東一老農的檢舉，以及台中市警方積極辦案。總統除肯定老農、要求警方妥善保護其安全，並點明「源頭管理」的重要，指做到「管得住、抓得到、罰得重」，才是解決食安問題的不二法門。

馬英九今晚主持中山會報，他表示，老農因多次向屏東縣政府檢舉無效，只好自行蒐證、甚至親自找到台中市警第一分局，該局即刻向上提報並派員前往屏東，與地檢署合作、展開偵查，最終才得以破獲整起案件。

馬主席指出，這次事件凸顯許多問題，在地方政府，為什麼檢舉人需要自行蒐證，而不是縣府稽查發現不法？為什麼檢舉人多次檢舉無效，擔心是官商勾結，千里迢迢跑到別的縣市報案？

馬也要求中央政府通盤思考檢討，相關法律是否提供的誘因不足，所以沒有人願意內部檢舉？是否罰責不重恫嚇不足，讓不肖業者膽敢以身試法，才會讓這類事件一再發生？

IDC發佈台灣手機市場報告，在智慧型手機出貨不斷成長功能型手機下滑的趨勢下，國內智慧型手機出貨佔比已達到95%，僅次於香港及新加坡。另外，國內5吋以上大呎吋手機佔比則是達到64%，這個比例高居全球之冠。

根據IDC的統計，國內第二季手機出貨量為232萬支，智慧型手機連續三季的單季出貨量達到200萬支以上，第二季智慧型手機出貨佔比更站上95%，使得台灣的智慧型手機出貨比重位居全球第三，前兩名則是香港、新加坡。

5吋以上較大呎吋螢幕機種依然受到國人青睞，占比已達到64%，相當於每三支手機出貨便有兩支為5吋以上大螢幕機種，占比已超越全球高居第一。IDC指出，其中5吋到5.5吋為國內手機市場的主流呎吋規格，HTC、Sony、華碩為主要業者，5.5吋以上佔比為26%，主要業者為三星。

儘管智慧型手機出貨增加，占比不斷成長，但IDC研究經理嚴蘭欣表示，手機市場的成長動能來自中低價位產品，因此出貨量雖創新高，但市場的產值卻是下滑，手機平均價格也下滑到9500元以下，預估等到各家手機業者推出旗艦機種才能拉升平均價格。

Android市佔達97%，為第二季中唯一維持雙位數成長的行動平台，iOS雖然數量上比去年同期增加，但較前一季下滑，在市場期待新款iPhone之下，微軟Windows平台則只有1%左右。

在手機廠牌表現方面，宏達電因HTC One（M8）及Desire 816取得第一，三星下滑到第二名，華碩則因Zenfone成為第三，占比第二季達38%，其次為Sony與小米。

美元雖反轉走貶值，但台幣展開「補貶行情」，今天實質匯價走勢明顯偏弱，全天都在30.10以上交易。

　尾盤因央行進場干預，終場以30.16收盤，貶值5.4分；台北外匯經紀商成交量達10.69億美元。

　隨美元走弱，日圓止跌回升，一度升破1美元兌107日圓大關，最高至106.92日圓；韓元也止貶，最高在1美元兌1,031.57韓元附近。

　另在歐元方面，今天呈小升格局，最高至1美元兌1.2960美元；新幣最高升至1美元兌1.2608元附近。

中央氣象局說，海鷗颱風凌晨減弱為輕度颱風，對台灣天氣已無影響。台灣今天在太平洋高壓影響下，大多是多雲到晴天氣，紫外線指數偏高到過量，北部有機會出現攝氏36度高溫。

氣象局預報，今天中午前後，各地高溫約33度至35度，北部有機會到36左右，紫外線指數偏高到過量，外出應注意防曬並多補充水分。

氣象局說，午後西半部平地及山區可能有局部短暫雷陣雨，應提防瞬間大雨、雷擊、強陣風及溪水暴漲。

氣象局觀測，海鷗颱風今天凌晨減弱為輕度颱風，對台灣天氣已無影響，但東南部、恆春半島、西南部沿海及外島仍易有長浪發生，民眾從事海上及海邊活動要注意安全。

亞洲新興貨幣17日普遍對美元升值，主要反映中國央行為支撐經濟而挹注流動性的利多消息。

不過，美國聯準會（Fed）即將宣布貨幣政策決定，最新的利率前瞻指引措辭備受關注，市場觀望氣氛限縮了亞幣對美元的升幅。投資人擔心，Fed會後聲明可能透露是否提早升息的蛛絲馬跡。

韓元對美元挺升0.2%，是8月27日以來最大升幅，收盤報1,034.9韓元兌1美元。韓元對日圓更衝上六年來高峰，匯市主管當局疑似進場干預以抑升韓元。

馬元也在空頭回補買盤下勁揚，兌美元匯價比15日升值0.4%至3.2175馬元兌1美元，寫下三周來最大漲幅。大馬金融市場16日因國定假日休市一天。

另外，印尼盾隨雅加達股市上漲而勁揚，泰銖對泰國央行維持利率不變的決定反應平淡。

在亞幣一片漲聲中，惟星元獨憔悴，盤中星元對美元貶值0.15%，跌至1.2620星元兌1美元。
