監察委員楊美鈴指出，悠遊卡公司向監院承諾，將自8月1日起，記名悠遊卡持卡人掛失悠遊卡，自負風險的時間，將由目前的6小時調降為3小時，以保障持卡人的權益。

楊美鈴最近提出「記名式悠遊卡掛失保障未盡周延案」調查報告。她說，調查發現，記名悠遊卡1年約掛失30萬餘張，但悠遊卡公司給持卡人「自負風險」的時間太長，從掛失起算，自負風險6小時，保障不夠周延。

楊美鈴說，目前香港發行類似悠遊卡的八達通公司，都已能做得到3小時自負風險，相信我們也能做得到。對此，監察院在約詢台北市政府交通局官員時，悠遊卡公司承諾，於8月1日起，調降為自負風險3小時。

聲援洪仲丘，上萬名「白衫軍」今天早晨包圍國防部，唱軍歌執行「公民教召」，創下國防史上近年來最大規模現場抗議紀錄。

陸軍下士洪仲丘死亡案真相未明，公民1985行動聯盟發動「公民教召－還仲丘一個公道」，號召民眾包圍國防部，不到上午9時，身穿白衣彰顯「真相大白」訴求的「白衫軍」，陸續在位於博愛路的國防部門口集結，白衫大軍一度造成附近的愛國西路單向無法通行，一路自然溢出至延平南路。

根據聯盟粗估，約有3萬人現身參與。這場由民眾自組「白衫軍」包圍國防部的「公民教召」，不僅史上罕見，也創下國防史上近年來最大規模現場抗議紀錄。

「白衫軍」合唱軍歌「英雄好漢」的改編版「肥貓流氓」後，高喊「國防部起床」；為了表示洪仲丘在禁閉操練時要求喝水未果，現場民眾齊舉水壺，大喊「喝水報告詞」，還有志工隨時分送瓶裝水給需要喝水民眾。

聯盟發言人朗讀陳情書訴求：一、國防部能讓第三方介入協助偵辦；二、希望保存證物、保護所有證人，「文件、證物要送地檢署」；三、軍中人權改革從基層開始，從最基層的「1985」申訴專線開始，改革申訴機制。

國防部副部長楊念祖在活動進行1小時後抵達現場，登上宣傳車，從聯盟發言人手上接下「陳情書」，並代表國防部，向民眾致歉。

楊念祖向民眾表示，他代表國防部接受陳情書，國防部一定給交代，也請民眾給國防部一個機會，大破大立、依法辦案、痛改前非。

洪仲丘的舅舅帶著一束白玫瑰現身活動現場時，群情激動，他除了感謝民眾支持，也呼籲國防部，家屬要的是真相。

現場也有不少名人現身支持，包括作家九把刀，民主進步黨籍立法委員黃偉哲、蔡煌瑯、吳秉叡，日前在捷運大鬧不願回營的蔡依林表弟也與父親來到現場聲援。

如果你用的瀏覽器是IE，把<STYLE>後面的 BODY改成 html應該就可以了。不過修改網頁捲軸的顏色，不是網頁標準，不同瀏覽器的CSS語法不一樣，您的寫法只在IE有效果。底下給的語法包含 Chrome瀏覽器的設定方式，Chrome不能直接設定箭頭的顏色，需自己製作上、下箭頭的圖片，顏色幫您設好囉( 顏色相似)，需增加圖片；FireFox應不支援設定捲軸。

如果覺得捲軸的樣式很重要，希望不同瀏覽器顯示結果相同，需要JavaScript了，關鍵字可搜尋"jQuery 自訂捲軸" 或 "jQuery custom scrollbar"。

您找一下給的HTML，<body>上面的</body>要刪除。<STYLE> ~ </STYLE>要移到 </head>上面。
