洪仲丘案引發廿多萬白衫軍上街頭，要求公道，對軍方處理的過程與方式表達不滿；社會與軍方對立到如此程度，是黃埔建軍以來國軍空前的危機。

台灣社會在過去廿年當中，有飛躍的進步；但不可諱言，軍隊仍然是個相對封閉而威權的場所。過去曾發生多起軍中凌虐事件，但都沒有得到足夠的重視，一直等到一位前程似錦的大學畢業生在退伍前夕遭凌虐致死，引發許多人感同身受，而民怨沸騰。

值得注意的是，這次抗議活動係自動自發，是民間大眾對軍中弊端的憤怒與不滿日積月累到了極點，而集中爆發，幕後並無政黨動員。因此，不必把此次抗議扭曲為政治鬥爭，那樣的話，就模糊了問題的焦點。

我們認為，面對如此劇烈的震盪和社會情緒，軍方必須痛切檢討與承認自己內部的問題，進行徹底改革，才能重新贏回社會的信任。我們也認為，社會與軍方不應該是對立關係，軍隊是社會建制的一部分，就像教育一樣，只能夠不斷要求改進，不能輕言廢除打倒。

美國在越戰期間，經歷過社會與軍隊對立，有很長的時間，從大學校園到街頭都在反戰，批評政府不應該介入中南半島；正值役齡的年輕人，不是激烈的撕毀徵兵卡，就是藉機出國，逃避徵召。越戰結束後，也經過很長一段時間，美國民眾才恢復對軍人的尊重。近年反恐戰爭期間，民航機上如果有回國休假的退伍軍人搭乘，機上都會特別廣播介紹，機上乘客則熱烈鼓掌，表示對他們的尊敬與感激。

從撕毀徵兵卡到為軍人鼓掌，這是很大的改變；美國軍方幾十年來，一路走來，做了很多改革。我們不知道，我國國軍改革需要多少年的時間才能成功，但這絕對不會是簡單的事。以目前軍方之因循成性，若以為召開千人高級軍官大會，宣達上級長官指示，就可以改革成功，恐無異癡人說夢。

目前軍方改革存在一個兩難態勢：要改革，必須找與軍方沒有淵源的領導人；但是文人部長不容易鎮得住軍中的反彈。任命楊念祖出任部長原是個契機，遺憾的是，僅僅六日便因抄襲去職，士氣反而陷入更大危機。以目前軍方新的指揮架構看，內鬥傳聞不斷，外界擔憂其並沒有足夠的決心從事改革，也因此，必須要從外部給予刺激與指令。我們認為，只要最高當局顯示改革的決心，國防改革一定能夠推動；這有待馬總統深思熟慮，從國外訪問回來後，立即展開行動。

談軍隊的全面改造，我們認為應該是依據「軍事事務革命」的要求，強調專業與科技。過去強調的體能和耐力，並不是不重要，而是應該用新的方式訓練；譬如在一些情況下，可以健身房取代出操；既往過度強調紀律的傳統操練，無益鍛煉精神或體魄者，則應該盡量減少。

明年政府就要實施募兵制了，許多人對此並不看好，認為近三萬名的募兵員額，目前僅招到了四百多人，經歷洪仲丘案風波後人數會更少，甚至加入的人還可能退出。但無論如何，募兵制已經無法回頭，事實上，這未嘗不是一個改革的機會。募兵制是自願，徵兵制是被迫；被迫從軍的人每天數饅頭過日，一年服役他受不了，縮到半年他都嫌長，這樣短的時間是無法施予專業的軍事訓練。相反的，自願進入軍中的人知道這是自己的事業，再苦的訓練都會堅持下去，因為這是出於自由意志的選擇。

在改革的大方向上，朝野是有共識的。而反對黨的領導人，如蔡英文在接受udn tv的訪問中，也同樣肯定軍隊存在的價值。儘管洪仲丘事件對軍隊與社會的關係造成巨大衝擊，但是我們相信，國軍是我們國家的骨幹，以台灣的處境更不能沒有軍隊，民眾若一味謾罵批評是沒有益處的。

我們期待政府拿出改革的氣魄，我們也希望社會能夠尊重並愛護軍隊，軍隊相對地也能維持自尊、自重和士氣。畢竟，這是我們的國家，也是我們的軍隊。
