發展局局長陳茂波於其網誌撰文指，自09年宣布一系列利便舊工廈重建和整幢改裝的活化措施以來，截至今年10月底，地政總署共收到115宗申請，並批出其中82宗。當局期望上述的進一步優化措施能再促進工廈的活化，回應市場對不同用途樓宇和設施的需求。

行政長官在2013年施政報告中提出，要進一步優化活化工廈措施，當中包括鼓勵工廈整幢改裝，如容許業主在現有建築物構架之上或以外，有條件地加建，以恢復因改裝而減少的總樓面面積；容許業主佔用天臺不超過50%面積設置公用設施裝置，及豁免土地契約上所訂的建築物高度限制等。

地政總署現正就上述進一步優化措施制訂作業備考，預計可於明年4月開始實施，而活化工廈措施計劃的申請截止日期為2016年3月31日。(ji/m)
