林中斌指中共三中全會最重要是司法獨立

中共十八屆三中全會今天閉幕，審議通過「中共中央關於全面深化改革若干重大問題的決定」。學者林中斌指出，最重要一點是司法獨立，否則無法推動經濟改革。

退休教授林中斌表示，中共以往成立很多小組，都由總書記任領導，但成員不同，經常出現政策扞挌的情形，設立國家安全委員會後，便於進行橫向聯繫。

他分析，習近平的政治資本，較江澤民、胡錦濤要深厚，仍施展得開，而且鞏固權力的速度超過預期，是玩真的。

林中斌強調，中共施政的順序將是，一、反貪腐，二、經濟改革，三、解除周圍圍堵。三中全會推出來的政策是圍繞這三者進行的，至於司法改革、部會間的協調也是針對內部。他認為，這些政策實施，成績亮麗後，有助於對台灣問題的突破。
