監聽國會總機光碟是「空白」 立委質疑

立法院內政委員會今天上午考察司法院及刑事警察局了解監聽執行流程。委員會召委、民進黨立委段宜康指出，根據刑警局通訊監察中心實際執行及操作作業，只要電話一通話就啟動監錄作業，若電話沒通話，則不會啟動監錄作業，那就不會有監錄光碟。換言之，除非通話的兩人不說話，否則光碟不可能錄到空白內容。

他也質疑檢察總長黃世銘之前稱監聽國會總機的光碟是「空白的」說法有問題。
