監察院調查宇昌案，今（2）日通過糾正行政院、經建會。監院指出，國發基金管理會及兆豐銀行辦理流程，迅速程度異於常情。

民進黨前主席蔡英文2007年卸任行政院副院長後，擔任宇昌生技公司董事長。在蔡英文卸任前，當時行政院經濟建設委員會主任委員何美玥以「極機密」文件給當時的閣揆蘇貞昌、副閣揆蔡英文，簽准國發基金投資宇昌，遭質疑有弊端。

牽涉國發基金投資生技產業的宇昌案，在2012年總統大選期間成為藍綠攻防焦點。特偵組調查宇昌案，因查無犯罪事證，去年已將全案簽結。

但行政方面則由監委葉耀鵬、馬以工、馬秀如、李復甸歷經一年半的調查；監察院今天通過監委所提宇昌案糾正案及調查報告。

糾正案文指出，國發基金未經行政院專案核准，就投資宇昌公司，且投資範疇改變也未陳報首長，行政院及經建會未能善盡監督及管理責任，有不當。

糾正案文說，蔡英文家族成立的台懋創投公司申請國發基金投資，國發基金管理會及兆豐國際商業銀行的辦理流程，「迅速程度異於常情」，而且不符行政院國家發展基金投資創業投資事業的審查及管理要點規定，書面資料欠完整，檔卷管理也有疏漏，竟核定巨額投資，明顯不當。

監察院說，行政院公文及檔案管理，有嚴重疏失。國發基金管理會檔卷整理欠完整，經建會提供立法院的文件錯植日期；錯植日期案件發生後，對錯誤資訊、標註及增刪人員名單均無所悉，也有欠當。
