花縣長期佔私有地未給補償 監委自請調查

監察院今日表示，花蓮縣政府、花蓮市公所自1975年間，未經徵收或承租，違法占用鄧姓民眾所有的三筆土地，開闢為南濱公園至今，除未獲給付租金及補償外，每年還需向花蓮縣地方稅務局繳納地價稅，受到雙重剝削，監察委員錢林慧君申請自動調查。

監委指出，鄧君曾向花蓮縣政府陳情，要求編列預算徵收土地，縣府卻以無預算或以容積銀行（增額容積）制度或辦理中為由，未妥善處理。此次將了解鄧君無法使用該土地，每年為何卻仍需繳納地價稅？為何公務機關長期占用私有地，卻未給予徵收補償或租金？相關人員有無違法失職責任等情形。
