涉關說者應受調查　司改會：無模糊空間

【吳家翔／台北報導】民間司法改革基金會董事長瞿海源、董事林永頌與執行長林峰正今早到監察院陳情指出，任何人不得關說司法案件，法務部前部長曾勇夫、台灣高等法院檢察署檢察長陳守煌與檢察官林秀濤，應接受監院調查；監察院也應調查檢察總長黃世銘與特偵組承辦檢察官的違法濫權。司改會並提出包括廢除特偵組與禁止「釣魚監聽」等6項改革建議。

除了主張曾勇夫等人應受監院調查，林峰正等人指出，立法院長王金平與民進黨團總召柯建銘都是國會議員，基於「國會自律原則」，應受立法院紀律委員會的調查。王柯兩人也是政黨的黨員，政黨應基於「責任政治原則」，對所屬黨員進行調查。倘若查證屬實，相關人士應負起相應的政治責任、行政責任甚或是刑事責任，沒有任何模糊的空間。

瞿海源表示，黃世銘說是依據《憲法》第44條向總統報告案情，但該條文是總統對於院與院之間的爭執處理，「他（黃世銘）能代表行政院嗎？」瞿抨擊黃的做法嚴重違反《憲法》，監察院應嚴正調查。
