行政院昨日宣布暫不續審「電信法」，國家通訊傳播委員會（NCC）今（17）日決議，將依政院所定期程，於明（103）年初提出通傳匯流法草案，以因應數位匯流新局。

日前引發爭議的電信法修法，行政院政務委員張善政昨宣布政院暫不續審，請NCC審慎研析「配套」，或待「數位匯流大法」一起端出，一勞永逸。

張善政指出，第一階段數位匯流立法是修「廣電三法」和「電信法」，依產業「垂直管理」；第二階段修法是管「服務」而非產業，採水平管制，依線路、平台、內容加值服務管理。

張善政表示，原預計去年修電信法，在修法耗時的情況下，現在送修法，明年又將面臨的第二階段「匯流大法」的立法，因此決議暫不續審。

他說，請NCC就電信法修正條文內容，外界擔心的第9、25、45條等內容，以及可能造成的衝擊，審慎研析，就配套措施整體規劃；或逕行進入數位匯流法第二階段，釐清政策方向，重新研擬完整前瞻的匯流法，再報行政院審查。 (接下一頁)
