在美國戶籍制度是這樣的
你必須有住址
有了地址或變更地址後要噹噹地警察部門辦手續，領到類似身份證
在美國沒有上路開車的限制（似乎有年齡限制）所以身份證就當作是駕駛執照用
如果沒有住房，那也必須有長期居住地，以此地址登記
有一些流浪者甚至以公園長椅的位置作為身份登記的地址
