由桃園市公所主辦、桃園市民俗文化協進會承辦的「桃園市2013文化節—慶讚中元」活動，20日晚間七時在桃園市景福宮前熱鬧舉行，參與民眾熱情不因颱風將入侵帶來風雨受影響，十五街庄12輛水燈排車及5支陣頭隊伍進行繞境踩街」，各陣頭行經景福宮也進行定點表演、水燈排豎起，霎那間鼓聲、鞭炮聲不絕於耳，圍觀民眾將景福宮周邊擠得水洩不通，熱鬧滾滾。

桃園市公所20日下午舉辦「桃園市2013文化節—慶讚中元」活動，下午六點所有參與陣頭及12台水燈排車，聚集多功能藝文園區，隨後進行繞境踩街活動，陣頭隊伍包括電音三太子、水牛陣、高蹺陣、桃花過渡陣、現代舞等陣頭，雖然「潭美颱風」挾帶閒歇性雨勢來襲，踩街繞境隊伍仍帶著無比虔誠的心情舉行，所到之處仍引人側目，陣頭水牛陣最具趣味，表演時正值大雨滂沱，二位農夫為自家水牛大打出手、相當逼真，現場充滿歡樂聲，掌聲、叫聲不斷，另，由吳姓、林姓邀請年輕辣妹表演現代舞最吸睛，她們跟著電音扭腰擺臀，充分展現年輕人的奔放與活力。

12台水燈排中，包括謝姓、林、簡、李、吳、黃、徐、和合興、鈞天社、桃園市公所、市民代表會及里長等12台，又以桃園景福宮旗下鈞天社的水燈排車最壯觀，高26公尺，由360盏水燈所組成，每台水燈排行經景福宮時，都要將水燈排高高豎起，並向廟內的神明行禮致意，此刻，施放煙火將活動帶到最高潮，市長蘇家明、市代主席游財登也親自主持觀禮，為慰勞辛苦的水燈排車隊豎排的辛勞，特致贈飲料表達由衷感謝。

此次舉辦桃園市2013慶讚中元活動，由市長蘇家明在主任秘書黃啟賓、秘書張立信、文化觀光課長邱創正陪同下親自主持，立委楊麗環辦公室主任陳明祥、縣議員黃婉如、黃景熙、陳美梅、前副縣長李朝枝、市代會主席游財登、市民代表林國政、簡佩玉、簡梓倡、開南大學副校長黃適卓等人也親臨盛會。

市長蘇家明表示，中元祭典其實是集眾多傳統藝術、文化精華的民俗節慶，蘊藏了許多民俗手藝與巧思，而每年中元節前夕放水燈活動，更是桃園市重要的民俗節慶，雖正值潭美颱風來襲，活動仍風雨無阻舉行，參加者各個帶著滿滿虔誠的心意冒雨參加，期盼能在未來一年，全家人能健康與平安，更有文化傳承的重大義意。

蘇家明進一步指出，中元民俗文化，是先民在歷史過程中長期累積的成果，緬懷祖先的孝道、發揚推己及人、樂善好施的義舉，期勉社會大眾互愛互助精神，為了讓市民了解「慶讚中元」的深層文化意涵，特別在景福宮前舉行定點表演，藉由繞境活動，讓市民了解更多的在地文化。

晚上九點，12台水燈排車駛入成功橋，在水燈排車同時豎起時，鞭炮聲及煙火不斷施放，市長蘇家明、主席游財登、里長聯誼會會長林盛漢等人也在南崁溪畔，進行莊嚴肅穆放水燈儀式，鐘鼓齊鳴鞭炮聲響徹雲霄，璀璨煙火照亮桃園市夜空，為中元祭活動達到最高潮。
