「靈安息，莫驚慌，基督在前方….」基督教會友30日以感人的詩歌，送已故前監察院長王作榮最後一程；總統馬英九還親自到場致意並頒布褒揚令，立法院長王金平、監察院長王建煊等4人也特別代表政府在靈柩上覆蓋國旗，以表彰其對國家的貢獻。王建煊在會中追憶時特別指出，王作榮先生敢言、敢作、敢為，用愛心說誠實話，這樣的典範值得現在的文官學習。

王作榮安息禮拜30日在台北市懷恩堂舉行，現場放映王作榮生平短片，會眾默禱、追思、唱詩，場面備極哀榮。現場有許多王作榮的老朋友、部屬、學生也到場。總統馬英九、國民黨榮譽主席連戰、前副總統蕭萬長、立法院長王金平等今天也都出席追思會，其中王金平、王建煊等人還擔任覆旗官，為王作榮棺木覆蓋國旗；中國國民黨副主席林豐正、蔣孝嚴等則為其覆蓋國民黨旗。

王建煊在追溯王作榮生平時表示，王作榮一生敢言、敢作、敢為，用愛心說誠實話，這樣的精神值堪為大家的典範，特別是當年蔣、王筆戰一打就是幾十年從不退縮的精神，相較於現在的政府官員，碰到一點點的困難就馬上退，甚至退到最後政策都不見了，實在有天壤之別。此外，他還特別誇獎王作榮先生在中國時報撰寫社論的十幾年間，對國家經濟的貢獻。

「其實我們不必太為王作榮先生傷心，因為他是一位有信仰的基督徒，他的靈魂已經從他的肉體出來了，而且已息掉世上的勞苦，安息主懷，」王建煊說，我們今天在這不是為他難過，而是要思考一下，身為中華民國公務員或國民，我們應該如何做才不會使台灣往下沉淪，也成為一位令台灣人民懷念的人。

曾經在台大修過王作榮先生一整年「國際經濟學」的立委李桐豪則表示，以今天台灣的社會來說，王老師的學生各門各派都有，可以說是育英無數，王老師認為，台灣未來會是個多元化的社會，但共同的要求是，鼓勵大家都應該忠於職守，忠於言論的良心，儘量替社會做事。而李桐豪在王老師身上所看到的典範就是，「做大事不做大官」的態度。

懷恩堂的牧師李耀斌則特別引用聖經中保羅的話說：「當跑的路我已經跑盡了，所信的道我已經守住了，從此以後有公益的冠冕為我存留」來勉勵所有敬愛王作榮先生的親朋好友們，應該要繼續追尋他的典範，奔跑前面的人生道路。

引起爭議的國道7號高雄段工程，上午在環保署環評大會引起支持、反對雙方激辯，表決結果中午出爐，有9票同意進入二階環評、3票反對開發、3票棄權，國7工程將可進入二階環評。

高雄市政府及貨櫃業者支持者，認為該路段攸關高雄市都會及高雄港未來30年發展，非過不可；反對者則認為國道7號的開闢是「醉翁之意不在酒」藉機炒地皮，牟取龐大大利益。

在支持與反對雙方相持不下情況下，環保署環評大會中午決議以投票方式決定該案到底是應維持初審會決議「不予開發」或是「進入二階環評」。

國道7號開發計畫，原經環評小組建議認定不應開發，認為開發能否解決目前國道1號高速公路壅塞仍有疑慮，且可能加重高雄市交通負擔。目前高雄空氣品質欠佳，開發可能加重沿線居民健康長期影響。此案對私有土地地主和臨海工業區廠商權益影響高，需有持續溝通和協調。但今天環評大會的投票結果，推翻了環評小組「不應開發」的建議，決定再給國7開發案一次機會，可進入二階環評。

上午在審查會現場，交通路國工代局長曾大仁強調，國道7 號對高雄港運輸非常重要，否則中山高負荷不了將來高雄港30年的發展，「現在不做將來一定會後悔」。高雄市政府副市長劉世芳也說，高雄要在國家競爭力上不輸給別人，有開發必要，無論從都市計畫觀點仍有其必要性。

環團人士李重志指出，五楊高架每公里造價新台幣15.5億元，雪山隧道每公里10.53億元，高鐵每公里14億元，北捷高架段16億元，而國7開發不需要開山洞，每公里竟達26億元，「這是搶錢心態，上下交相利，無視國家財政。」

民間團體代表林哲毅說，高雄原本就空氣不好，國7開發切開鳳山丘陵，等於是讓高雄少了一個肺。且據台大教授陳文山教授研究，國7沿線也在旗山斷層之上，而旗山斷層仍有活火山疑慮。

地球公民基金會代表楊俊朗指出，國7全長23公里有8個交流道，到底是高速公路還是平面道路? 他質疑開發計畫「醉翁之意不在酒 」，質疑高雄市政府只想拿國7當幌子，藉機拋售套牢的土地。

新北市中和區於今(30)日發生一起墜樓意外，一名19歲青少年返家發現未帶鑰匙，所幸由1樓爬至3樓家中，結果不慎踩空跌落地面，送醫後目前仍未脫離險境。

這位19歲黃姓學生，於30日下午3時許返家發現未帶鑰匙，所幸由1樓爬窗至3樓家中，但人算不如天算，黃男突然一失足踩空，整個人跌至1樓地面，附近居民聽見巨大聲響，發現黃男墜地昏迷，緊急叫救護車送醫，大樓管理員表示，黃男墜樓是意外，因為沒帶家中鑰匙才做出冒險的事。

黃男墜樓造成當場心跳停止，緊急送醫後，醫生表示情況不樂觀，強大撞擊力造成頭部、下巴和胸部嚴重挫傷，而黃男媽媽當時正在家中睡午覺，聽見鄰居呼喊才得知兒子墜樓的消息。
