受惠蘋果新品拉貨，印刷電路板(PCB)與軟板廠8月營收平均月增16%，投顧業預期，下游訂單高峰將落於10月至11月，但對蘋果銷量仍保守，應提防淡季及庫存調整問題。

蘋果發表iPhone5S和5C，硬體規格並無令人驚豔之處，加5C訂價策略不夠低，不利於iPhone總銷量提升，且在消費市場偏好大尺寸訴求下，恐難以吸引龐大換機需求。

統一投顧指出，短期上，軟板廠仍有業績動能，但10至11月新機鋪貨需求後，伴隨而來的將是面臨淡季及庫存調整問題。

軟板上游軟性銅箔基板(FCCL)廠方面，台虹8月營收新台幣9.49億元，月增3.8%，再創歷史新高，並優於預期，因FCCL需求佳，加上近期中國大陸太陽能補助優於預期，太陽能背板部分拉貨力道佳。新揚科8月營收1.56億元，月成長5.6%，8月起中國大陸手機需求回溫，有利營收成長。

觀察軟板廠，統一投顧預估，台郡為蘋果主要軟板供應商，占台郡營收6至7成，受惠蘋果拉貨，台郡第 3季、第4季營收將季增25%至35%，但明年上半年庫存恐調整，短線股價已反映利多，降評等為中立。

統一投顧也指出，F-臻鼎為全球第 3大軟板廠，供應Apple iPhone、iPad軟板，占Apple軟板需求供貨比重超過20%，股價雖已反映拉貨利多，但臻鼎掌握優勢，並為iPhone5S指紋辨識軟板供應商，後續可持續布局。

國際民航組織（ICAO）以特邀貴賓身分邀請民航局長沈啟出席今年將在加拿大蒙特婁召開的ICAO大會，駐美代表金溥聰說，非常感謝美國公開支持與協助，讓ICAO案有正面進展。

ICAO預定於9月24日至10月4日在加拿大蒙特婁召開第38屆ICAO大會，沈啟以「特邀貴賓」身分出席大會，是中華民國退出聯合國後，中華民國交通部民航局長首度獲邀出席ICAO大會。

金溥聰表示，ICAO理事會主席龔薩雷茲（RobertoKobeh Gonzalez）正式邀請民航局長沈啟出席大會，誠摯感謝美國公開支持與協助，讓台灣加入ICAO案終於獲得正面進展。

金溥聰指出，中華民國政府自2009年起推動有意義參與ICAO，希望更能有效掌握國際飛航標準的制訂方向，並獲得第一手飛安資訊，這項訴求除獲台灣朝野共識，也獲得美國及國際社會友人支持。

此外，金溥聰也說，近年兩岸關係大幅改善，兩岸人民密切交流帶動直航航班大幅增加，更為台灣務實參與ICAO創造有利環境。

同時，美國對台灣爭取參與ICAO也是積極支持，尤其參議院與眾議院更在今年6月分別以壓倒性票數通過支持台灣以觀察員身分參與ICAO法案。

美國總統歐巴馬不僅於7月12日簽署參、眾兩院通過的法案，更同步發表聲明強調美國堅定支持台灣有意義參與國際組織，展現美國行政部門支持台灣的積極態度，美國的支持動能，也終於讓台灣參與ICAO案的努力，終於有初步的正面進展。

金溥聰表示，誠摯感謝美國行政部門及國會，長期以來對中華民國政府推動參與國際組織所給予積極協助，並強調台灣願持續在跨領域、跨國界，攸關國際民生福祉議題上，與美國等其他理念相近國家加強合作。
