【蔡亞樺／台北報導】台北市就業服務處今天公布，8月各就業服務站的求職人數、求才人數及失業認定的人數，登記求職人數為3968人，較上月減少7.14%，求才人數為7513人，較上月增加31.42%，以求供倍數觀察，8月的求供倍數1.89，等於是平均每個求職者有1.89個工作機會，是近5年8月同期新高。

就服處表示，8月各就業服務站辦理初次失業認定人數為1544人，較7月的1342人增加202人，約上升15個百分點，顯示非自願性失業有增加情形。對有求職需求的民眾，仍持續積極運用各項就業促進工具，提升雇主聘僱意願，並搭配北市職能發展學院的課程，幫助求職勞工在待業期間儲備職涯能量，以利迅速返回勞動市場。

菲律賓叛軍與政府軍目前已正式宣布停戰。尋求獨立的菲國叛軍「摩洛民族解放陣線」（MNLF）經歷長達一周的抗爭後，最後在政府與叛軍領袖斡旋後，同意自14日起停戰，並開始和平談判的細節工作。這場為獨立發動的抗爭，最後演變成100名民眾遭到挾制，迫使菲國政府軍展開反擊，造成52人死亡，其中包括43名叛軍以及4名百姓無辜遭殃。

「摩洛民族解放陣線」（MNLF）上周在三寶顏市挾制100名人質的事件進入第5天後，菲律賓副總統畢乃與該陣線領袖米蘇阿里（Nur Misuari ）展開談判，希望停止僵持局面。雙方宣布自14日起進入停戰狀態。

菲國副總統畢乃表示，上周五與米蘇阿里以及菲國國防部長蓋茲敏通話後，雙方願意暫停交火，米蘇阿里也在接受《美聯社》訪問時指出，他並未訂下任何條件來達到停火目的，他說，「一切先要有停火出現，才有可能進一步細談和平協議。」

200位來自摩洛民族解放陣線成員，上周一企圖在三寶顏市升起叛軍旗幟，並在市政府宣布獨立，並與安全人員爆發衝突，隨即流竄的叛軍挾制約100位人民當「人肉盾牌」要脅政府，菲律賓政府隨後也投入超過千人軍力，希望將該組織勢力逐出三寶顏市。

米蘇阿里在1969年成立摩洛民族解放陣線，目的是對抗政府並成立伊斯蘭國家，該組織雖曾在1996年與菲國政府簽訂和平協議，但米蘇阿里事後曾指控菲國政府與另一叛亂組織「莫洛伊斯蘭解放陣線」（Moro Islamic Liberation Front）談判，企圖將摩洛民族解放陣線邊緣化。

「摩洛民族解放陣線」成立後，為了達到成立莫洛國（Bangsamoro）目的，與菲律賓政府僵持不下，根據該組織規劃，莫洛國領土包括現在菲律賓南部的蘇祿省、菲國第二大島民答那峨島、巴拉望省與菲律賓片面宣稱握有主權的沙巴。

擔任過大學教授的米蘇阿里，擅長與伊斯蘭國家領袖「搏感情」，獲得穆斯林世界包括前利比亞強人格達費以及伊朗領袖支持，該組織雖曾多次與菲國政府簽訂和平協議，但多次都破局收尾，事後他因為組織內鬨，在2001年叛變中被監禁長達7年，從此開始出現許多叛軍團體，加劇菲國南部尋求獨立的複雜度。

除了停火協議外，菲律賓政府也決定，原預定在下周於印尼舉行的三方就1996年和平協議重審審議，將暫時順延。
