泰國英文報刊「曼谷郵報」（Bangkok Post）今天報導，因泰國鐵路局高層失和導致管理不彰，放任鐵軌和火車年久失修，泰國火車近來頻傳出軌意外。

報導指出，今年起至9月13日，已有114班次火車出軌，平均每月11起，比起2012年一整年89次出軌意外，今年問題更嚴重。

泰國1961年公布首個國家經濟社會發展計畫，明列火車是國家的主要交通工具，但泰國走向工業化，公路快速擴張變得更加重要。

泰國國家鐵路局（State Railway of Thailand）於泰王拉瑪五世（King Rama V）期間1896年成立，從1987年至今，累計財務赤字達700億泰銖（約合新台幣655億元）。

報導指出，泰國國鐵全長4043公里，其中約64%至少使用38年，31%的車廂臥舖老舊且仍是木製，火車出軌意外最常發生在山區，火車平交道也是意外發生的高危險地段，全泰有988處平交道沒有柵欄。

泰國國家鐵路局致力分開資產管理、火車營運與維修單位，以便行政管理，因缺乏清楚政策且缺乏預算，泰國鐵路改革計畫遲遲無法展開。

曾任國鐵局執行階層人士告訴曼谷郵報，問題出在高層間的衝突，以及缺乏鐵路擴充維修計畫，許多鐵軌已經接近使用年限。

泰國國鐵路局現任局長巴伯（Prapas Chongsanguan）下令調查出軌意外是人為疏失還是鐵軌或火車出問題，並支持恢復定期的鐵軌調查，由鋪設鐵軌人員、信號官員與維修人員執行。這項調查4年前因高層不和而停止。

巴伯表示，維修鐵軌和火車需要700億銖，但預算有限加上官僚作風，計畫進展牛步，尤其曼谷與周圍省份的鐵軌使用率高，狀況最糟。

巴伯表示，過去政府認為修築公路比投資國鐵重要，鐵路局要求的預算都被刪減，因為審預算的官員完全不瞭解鐵路局的問題。
