國民黨團副書記長江惠貞於今天上午召開記者會表示，國保收繳情況從開辦97年開始，逐年降低，至今年上半年繳費率僅有47.24%，而國保虧損問題也隨著保費收支不平衡出現虧損問題，至今年9月，虧損甚至達到32億元。

江惠貞表示政府應該正視繳費率，研擬更積極的策略，提高民眾繳納國保費用的意願，讓真正需要的民眾可以獲得最完整的保障。

【綜合報導】美國熱門綜藝節目「K歌殺手」(Killer Karaoke)，參賽者得在各種惡搞狀況下唱歌，像是遭猛犬環伺，或是邊除毛邊唱歌，今年5月進軍國際，開始播出荷蘭版，荷蘭電視台「rtl5」，請來同樣的製作班底在當地製作節目，內容也越玩越變態。

在這集節目中，一名毛髮茂盛的男子穿著短褲躺在椅子上，一開始還很淡定，跟著音樂擺動唱歌，接著2名女生現身為他塗上蜜蠟，撕下脫毛紙時雖然有大叫，但看來還能忍受。直到把他的鼻毛拔下來，他才痛得不斷掙扎，更有鼻血流出，雖然節目效果十足，但似乎也玩太大。

德國總理梅克爾領導的保守派聯盟大勝，卻因友黨慘敗，在下議院還差五席才能掌握多數。梅克爾23日表示，已接洽最大在野黨社民黨，願為共組大聯合政府坐下來談。

梅克爾也表示，不排除和其他政黨共組政府，不過她說，願意先等社民黨周五開會同意後再談。梅克爾明白表示，她要的是「穩定的政府」，不太可能單由保守派組成少數黨政府。她也強調，執政聯盟的歐洲政策不會改變。

社民黨黨主席蓋博瑞（Sigmar Gabriel）也表示願意談，但要等到周五開會才能決定要不要談。連綠黨也表態可以談。

梅克爾領導的基民／基社聯盟在下議院630席中贏得311席，創下逾20年來最輝煌勝績，對梅克爾個人而言也是一大勝仗。

美中不足的是，自由民主黨只拿到4.8%選票，未達進入國會至少5%的門檻，讓梅克爾無法掌握絕對多數。

儘管中間偏左的社民黨、綠黨和極左的左派黨加起來有319 席，也可以在席次上掌握多數。但社民黨已排除和綠黨和左派黨合作。

梅克爾2005年至2009年即與社民黨合組過大聯合政府，雙方費了65天才達成協議。社民黨卻因入閣付出代價，後來的大選得票率創下戰後最低的23%，這次大選得票率為25.7%，也是倒數第二的成績。

代表社民黨參選、梅克爾首任財長史坦布律克重申他不會入閣，他說：「一切要看梅克爾自己。」

　　 由於市場仍憂心美國聯儲會可能會縮減公債購買額度，導致上周黃金期貨價格劇貶，本周一延續上周的貶勢，12 月黃金期貨，在 Comex 的紐約商品交易所交易價下挫 5.5 美元，跌幅 0.4% ，來到每盎司 1327 美元的價位。

周一黃金期貨價格一度下挫 14 美元，可是在匯豐銀行發表數據，顯示中國 9 月份的製造業指數來到 6 個月新高後，價格就回跳起來。中國是全世界最大的黃金消費國之一。

美國兩大投資銀行，花旗銀行 Citigroup 及摩根史坦利 Morgan Stanley 的分析師，在周一不約而同發出警告，表示黃金近期內或許會因為聯儲會延緩縮減公債購買額度計劃，而出現回彈，不過他們預估，在今年底以前，黃金價格很有可能會跌到每盎司1250 以下，而在 2014 年平均將維持在1200 到 1350 美元之間，並且之後很可能會進一步下跌。

聖路易士聯邦銀行總裁 James Bullard 在上周五表示，聯儲會有「可能」最快在 10 月的會議中，就會開始小幅減少公債購買額度。上周五，Comex 的黃金交易價格下跌 36.80 美元，跌幅 2.7%。本周一，兩名聯儲會的資深官員表示，對美國經濟的復甦腳步感到失望，其中的紐約聯邦儲備銀行 (New York Fed) 總裁 William Dudley 指出，美國經濟還太疲弱，還不是聯儲會縮減公債購買計劃的時候。分析師表示，現在實在搞不清楚聯儲會的意向到底為何。

美國聯儲會上周三出人意表地宣布，將維持每個月 850 億美元的公債購買計劃，因為美國經濟還太過疲弱，承受不了任何政策調整。這番談話一發表後，黃金價格隨之上漲 61.7 美元，漲幅 4.7%。

黃金市場研究機構 BullionVault 的研究部門主管 Adrian Ash 表示，外界是普遍認為，縮減貨幣刺激計劃遲早會執行，不是明年2 月份下任聯儲會主席上任時，就是今年 12 月時會實施。

根據商品期貨交易委員會 (Commodity Futures Trading Commission，CFTC) 上周五公布的資料顯示，投機客在聯儲會做出宣布前，增加了空單數量，表示投機客預料黃金價格會下跌。

與此同時，根據 ICICI 銀行的資料顯示，美國 SPDR Gold Trust 基金公司的黄金持倉量，上周五從 912 公噸下滑至910.19 公噸，這也對黃金的價格造成了壓力。

黄金股票指數型基金 (gold-backed exchange-traded funds) 的股價，在周一下午的交易中，也小幅上漲0.1%。費城黃金與白銀指數 (Philadelphia Gold and Silver Index) 則是小漲 0.3%。ICICI 銀行分析師在報告裡指出，接下來黃金市場將會密切關注，將在本周稍晚發表的，美國今年第3季的國內生產毛額 GDP 的數據。

在其他的金屬期貨方面，12 月期的白銀周一貶值 7 美分，跌幅 0.3%，來到每盎司 21.86 美元。花旗銀行表示，它對銀價走貶的預測並沒有改變，分析師也預估，白銀平均價格將從今年第 3 季的每盎司 21.45 美元，下滑到第 4 季的每盎司 20.20 美元。

12 月期的鈀金價格下跌 4 美元，跌幅 0.6%，來到每盎司 717.95 美元的價位。10 期白金下挫 6.7 美元，跌幅 0.5%，來到每盎司 1425.9 美元的價位。

12 月期黃銅價格下滑 2 美分，跌幅 0.7%，來到每磅 3.3 美元的價位。
