（軍聞社記者林宜慶臺北一日電）國防部今日表示，政府賡續推動「募兵制」政策未有改變，亦無跳票情事；有關「募兵制」驗證期程奉行政院核定延長2年乙節，再予翔實說明如后：

一、「募兵制」為世界國家兵役制度之潮流，全球軍力前10名的國家中，即有6個國家實施募兵制；以美軍為例，該國於1973年實施募兵制，經20年後，即於波灣戰爭中，展現堅實之作戰能力，並獲致最後勝利，故我國推動「募兵制」符合世界趨勢。

二、由於役男役期經多次縮減，導致戰力蓄積不易，另前瞻人口少子女化現象，預判長期兵員供應不足；為維繫國防安全，亟需轉型「募兵制」，招募役期長、意願強、經驗熟之人力從軍，以建立「小而精、小而強、小而巧」專業化常備部隊。

三、我國推動「募兵制」仍維持憲法國民兵役義務，並非採取其他國家「全募兵制」方式，除招募適量之長役期志願役人力擔任常備部隊外，同時保留役男徵兵機制，平時徵集義務役役男接受4個月軍事訓練，完訓後儲備為後備軍人。此一制度提供適齡國人從軍就業之機會，亦由於役男兵役負荷減輕，有利青年生涯規劃及國家人力資源之調配運用。

四、為滿足83年次以後役男施訓需要，本部今（102）年度規劃9個梯次軍事訓練，迄今已接訓8個梯次，受訓人數計1萬6千餘員。另明（103）年後，「83年次以後役男接受4個月軍事訓練」之政策不變，故並未有政策改變或跳票情事。

五、政府推動「募兵制」之決心不會改變，亦不走回頭路。針對「募兵制」推動期程調整至105年底，期間將賡續徵集82年次以前部分役男入營服常備兵現役（與替代役役期相同，均為1年，並無役期改變之問題），主要是執行驗證過程中，在募兵人力未達目標前，由政府適時啟動風險管控措施，以維繫國軍戰力及國家安全。

六、行政院已成立「推動募兵制專案小組」，納編相關部會、機關，整體評估經費需求，並於「募兵制實施計畫」核定後，將相關財源納入各年度中程概算需求規劃。本部已按計畫陸續啟動志願役人力成長之配套措施，並於六月份陳報行政院研議「志願士兵起薪調整」、增設「戰鬥部隊加給」、「留營慰助金」及調增「地域加給」等規劃，後續配合財政通過後，將可在「募兵制」執行驗證展延期間，有效改善招募及留營誘因，發揮吸引青年從軍與長留久任之效應，以助益「募兵制」政策目標之達成。

港資銀行　消失的光陰

近期人氣日劇《半澤直樹》，主角半澤激動地說：「銀行晴天借遮，雨天收遮」，一語道破外資大行，只顧眼前利益的事實，看得你我咬牙切齒。
回想老牌華資銀行，作風保守，但在銅臭之中，仍散發出一股人情香。銀行間的感情亦好，其中恒生、永亨及永隆的話事人更如銀行版「三劍俠」。不過，這批老牌華資銀行已經買少見少，繼永隆銀行○八年以天價三百六十億賣盤後，近月永亨、創興等華資銀行亦陸續傳出賣盤，會被內地巨企吞併。
紅簿仔、新年送的利是封、揮春、日曆、錢罌，還有那份僅有的情懷，已被捲入歷史的洪流中。

在西環經營海味近百年的同興泰記，第二代傳人梁泳潮是創興銀行的六十年老客戶，仍拿着毛筆寫數簿的他記得：「往時寫張支票抬頭係同興海味都得，依家就一定揸到正寫晒全名，好多規範！以前有人情味多啲。唉，銀行賣盤有乜可惜唔可惜吖，歷史梗係要跟住潮流走。」

【綜合報導】身穿紅色上衣的女子騎著單車，雖然看見前方平交道上的欄杆已經放下，警示燈號也已響起，但依舊不見女子減緩車速，似乎想碰碰運氣硬闖平交道，不過就說時遲那時快，火車正好迎面駛來，在千鈞一髮之際女子緊急停車，幸運保住一命。

這段驚險畫面由英國交通警察近日公開，事發在當地時間9月12日晚上6點半劍橋郡，呼籲大眾協尋這名拿生命開玩笑的女子，警方表示女子的行為相當危險，不僅恐賠上自己的性命，還可能危及火車上乘客，以及周遭用路人的性命安全，更希望藉由這段影片提醒大眾，遵守交通規則的重要性。
