照顧者變施暴者 院生求助無門

苗栗親民教養院長周本錡涉以虐毆方式不當管教院生，離譜的是，他竟對外澄清，這是正常矯正方式，試圖合理化犯罪行為。更可悲的是，若非有人踢爆，這些被虐的智能障礙者在封閉的教養院環境裡，已默默承受不知多久的不當「管教」，求助無門。
警大助理教授、社工師公會全國聯合會理事張淑慧痛批：「院長不僅欺負院生，還想以正常矯正的說法矇騙大眾！」學理上來說，6歲以下幼童或身心障礙者最易被虐，因表達能力不好，較難求助；許多施暴者卻常曲解教育心理學專有名詞，誤導社會。
她質疑，院生若有露鳥惡習，難道就得踹屁股才能逼使收斂？真有輔導耐心，其實可嘗試更多教育方式，讓院生學習正常穿褲子，比如誘導院生「褲頭得穿在肚臍以上才乖」之類的手段。她說，精神、智能障礙者案例都不同，但施暴者的動機，絕對是惡意，而非善意。
社會大眾對教養院生的福利，普遍認知僅及於環境設備是否良善。若政府給予經費補助，一般就認為「福利不錯」，反而較少探究院生心理狀況。一旦最親近的社工、院長成為施暴者，受虐方不懂求救，難讓外界一窺封閉的教養院生態。可嘆的是，案例層出不窮。
智障者家長總會批評這事件為《悲慘世界》續集，《悲慘世界》描述的19世紀法國貧苦農民，儘管遭遇悽慘，仍可為命運放手一搏。但這些被虐院生心智程度低，假使社會漠視、主管機關查核怠惰，理應照顧他們的人卻反加施暴，那他們真的比小說角色還要悲慘。

飛一半！華航客艙內傳焦味 轉降高雄

〔自由時報記者朱有鈴、劉力仁／綜合報導〕華航編號CI-781、昨天早上七點卅分從桃園國際機場飛往越南胡志明市的班機，原訂九點五十分抵達胡志明市，但起飛後約一小時，客艙內傳出不明焦味，在八時四十五分轉降高雄小港國際機場檢查，華航也緊急從香港調派飛機支援，一百七十名旅客的行程，比預定時間延誤約六小時。
目前還不知道原因
華航高雄分公司總經理鍾朝瑞表示，客艙內傳出不明焦味後，機長基於安全考量決定轉降，總公司也立即調派人員南下高雄檢查，確認並無煙霧產生，亦無火警警訊，但目前還不知道確實原因。
在等待從香港調度飛機時，華航提供了餐盒及飲料，更換另一架飛機後，上機前也送給每位旅客一盒巧克力表達歉意。鍾朝瑞說，旅客都能體諒延誤是基於飛航安全，班機也在下午一點六分順利起飛，並於三點七分抵達胡志明市。
去年四月間，一架從香港起飛返台的華航班機，曾因空調過熱、機艙竄出焦味。當時緊急疏散乘客搶修後，重新安排登機，行程延誤四小時，華航發給每名旅客五十美元折價券，以為補償。
