【施旖婕╱綜合外電報導】美國參議院今日進行協商法案投票，結果為81票贊成，18票不贊成，讓該法案通過，為聯邦政府開門邁出解套的第一步。稍晚眾議院將接力舉行投票，預料通過的成分居高。

這次協商法案內容包括重啟政府機關，撥款讓聯邦政府可運作到明年1月15日，並將授權提高美國16.7兆美元舉債上限時間到明年2月7日，但兩黨將會在12月13日前完成如何降低赤字等預算協商。

聯準會(FED)17日發布「褐皮書（Beige Book）」報告顯示，12個FED分行僅4個轄區經濟成長放慢，分別為費城、里奇蒙(Richmond)、芝加哥與堪薩斯，而其餘地區則未有太大變化。褐皮書資訊採集截止日期為10月7日。

在汽車銷售上揚帶動下，消費支出呈現溫和擴張，且零售商對年底銷售旺季仍樂觀以待。儘管部分地區憂慮房貸利率上漲的衝擊，但除了非住宅類房產外，住宅與營建活動依舊持續改善。

就業成長腳步呈現和緩態勢，而物價、薪資成長壓力亦極為有限。美國9月份就業報告因政府關門而未發布，8月份失業率為7.3%。

聯準會預定在10月29至30日召開貨幣決策會議，經濟學家預期量化寬鬆(QE)政策將按兵不動。截至美東時間16日下午2時9分，十年期美債殖利率上漲5個基點至2.67%。

美國債務上限協商朝正向發展，復華美國新星基金經理人呂丹嵐指出，美爭議終將解決，美股多頭平均長達 7.5年，未來仍將引領全球經濟復甦。

呂丹嵐分析，共和黨若一再杯葛導致美債違約，將背負經濟及金融紊亂的罪名，不利2014年國會選舉，並引發全球系統性風險，在這不可承受之重及社會輿論壓力下，預期兩黨最終可能達成某種程度協商並調高債務上限，對美股將是利多；隨政治經濟不確定性下降，企業可望恢復成長動能，有助提高美股評價。

就基本面觀察，呂丹嵐表示，美國 S&P 500指數今年來持續走多，主要原因在於經濟明顯好轉、企業每股獲利（EPS）同步上升。

換句話說，即使指數來到歷史高檔，目前本益比仍在歷史平均14到15倍的合理水平。另外，觀察美股長期表現，根據彭博統計，S&P 500指數自2009年以來的報酬/風險比達0.71，明顯優於歐洲的0.45及日本的0.39。

呂丹嵐認為，目前美國處於經濟擴張初期，股市邁向多頭循環且評價仍屬合理，加上美國股市平均多頭期間長達 7.5年，領先歐洲、日本及兩岸股市等主要市場，若債務問題解決，美股仍具高度投資吸引力，將是這波全球經濟復甦，不可或缺的資產配置。
