【周佩萱／綜合外電報導】現年8周大的鬥牛犬梵谷，16日在美國賓州費城西郊上達比(Upper Darby)被發現，牠的雙耳被鬥狗份子割掉後，血流不止的狀態下被丟棄等死，目前當地警方正追緝狠下毒手的嫌犯。

警察表示他們割掉小狗的耳朵，是為了防止小狗在鬥狗場上抓耳朵，而且這麼小的幼犬，通常是用來當作誘餌，往往會被大狗攻擊到體無完膚，獸醫也表示狗狗的耳朵有許多神經和血管，被這樣殘忍割下肯定相當痛。

所幸梵谷送醫治療後，現已恢復元氣，雖然耳朵被割掉，但聽力並無受損，之後就等有好心人家願意領養牠。

外交部駐印尼代表夏立言將轉戰國防部軍政副部長，一般認為，夏立言曾擔任駐紐約代表，負責我在聯合國發聲業務，嫻熟對美事務。熟悉對美軍政事務的國民黨立委林郁方就認為，夏立言符合專業、圓融、擔當、英文強、具國際觀、受到美方信賴等原則，有能力代表國防部從事軍事交流任務。

林郁方表示，國防部軍政副部長需要與美方頻密互動，不但英文能力要強，也要受到美方信賴，夏立言歷任駐紐約代表處長、外交部次長、駐印尼大使等職務，英文與國際知識都符合要求，能與美方面對面溝通交流，其過去任駐紐約代表處長時，在壓力環伺下主採購現有館舍，擔當十足，林郁方推崇夏立言是合適人選。

標題[請益] 過敏痘痘人的保濕選擇

前陣子因為大過敏的關係，目前我只用溫泉水＋多容安濕潤乳液保養， 皮膚狀況變得比較穩定，可是最近天氣變冷後這些好像不夠保濕，臉頰一直脫皮， 乳液不管補幾次臉都還是乾的，沒有正常的光澤。 所以我想在保養品裡加個保濕精華，不曉得有沒有人用過理膚寶水的全日長效玻尿酸超保 濕精華？還是我應該乾脆把多容安濕潤乳液換成濕潤面霜或其他產品？ 猶豫的點是因為臉上還有些粉刺和痘痘，我怕乳液太滋潤會導致他們惡化， 但又怕只加保濕精華沒有用。 另外想請問之前爬文時有看過一種說法是皮膚太乾燥也會導致粉刺，請問我皮膚都乾到脫 皮了還會長粉刺痘痘，會不會就是因為太乾燥呢？謝謝！ （因為人在國外看醫生實在太貴，還請大家給點建議，感謝！） -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 209.141.196.175

標題[問題] iCloud控制面板 於 win 8.1有問題？

中美洲各國、墨西哥、古巴及多明尼加政府交通運輸主管單位官員今天在瓜地馬拉市集會，研討中美洲及加勒比海各國採行單一駕駛執照問題。

瓜地馬拉內政部長羅培斯（Mauricio Lopez）對本地媒體表示，這個單一駕照案是去年在中美洲議會和平、安全、民權暨人權委員會中首度提出。

中美洲議會提出的方案是中美洲統合組織（Sica）會員國、墨西哥、古巴及多明尼加的汽車駕駛均使用單一駕照，赴外國時不需申請當地的駕照。

方案中說明，採取單一駕照的目的之一也是將每年奪走成千上萬性命的車禍事件降低一半。

據報導，這個方案已獲得加勒比海其他國家及非中美洲議會成員國的支持，可望於明年起實施。

瓜地馬拉籍的方案執行人馬沙亞（Oscar Masaya）對媒體表示，新的單一駕照方案還需經各國元首批准才能實施，實施後，上述地區內各國駕駛使用的新駕照將含有下載個人資料和違規紀錄的晶片。
