高鐵昨天上午發生供電系統異常，影響3萬2000人，民眾認為高鐵公司的應變措施有問題。交通部長葉匡時強調，高鐵的危機處理應變永遠有改善空間，已要求高鐵局下午提出疏運檢討報告。

高鐵公司表示，昨天上午因彰化至雲林未來站區間的「區分絕緣器」失效，導致供電異常，這是高鐵營運以來首次發生「區分絕緣器」故障影響列車營運，將會盡快查出原因，避免再有類似情形發生。

高鐵昨天再度因設備故障停駛，延誤3萬多名旅客。交通部政務次長陳純敬說，已要求台灣高鐵今天提出停駛處理流程檢討報告。

陳純敬說，昨天台灣高鐵忙著處理停駛後的退票及修復設備，交通部要求今天一定要提出停駛處理流程及旅客轉乘、接駁機制是否有落實。

陳純敬表示，4月高鐵發生首次非天災因素大規模停駛後，就要求台灣高鐵公司，除原本的台鐵與公路客運外，也應建立與地方政府的轉乘機制，將地方公車納入轉乘系統。

陳純敬坦言，才半年時間，高鐵又大規模停駛，後續旅客處理也不理想，經營管理待加強。

陳純敬表示，已要求台灣高鐵今天就要提出檢討報告，包括事故原因、資訊揭露、旅客接駁安排等所有流程，尤其半年前才要求與地方政府建立緊急狀況時旅客的轉乘是否有落實。

4月25日，高鐵台中站號誌異常，首度全線非天災因素大規模停駛，延誤旅客3萬5000多人。昨天雲林與彰化間跳電，中南部停駛，延誤3萬2000多人。

檢評會調查立法院長王金平關說司法案，今天展開大動作約詢，首波對象包括高檢署檢察長陳守煌、檢察官林秀濤和證人王金平、柯建銘及特偵組檢察官鄭深元等人，林秀濤是受評鑑人之一，原本安排下午出席，因她要求全程旁聽，從上午就列席。

原本檢評會有意開放媒體旁聽以示公正，卻因大部分當事人都反對，決定不開放；上午民間司改會執行委員黃國昌也到法務部，申請列席參與陳述，提出申請書，但遭到拒絕。

檢評會委員兼發言人彭文正表示，根據法官法41條第9項及檢察官評鑑辦法第10條規定，出席人員必須受評鑑人同意才行，因本案受評鑑人都拒絕，基於尊重受評鑑人，決定不公開約詢過程，同時駁回黃國昌所提的申請。

【朱俊彥／台中報導】台中市東區練武路上月25、30日接連發生2起機車竊案，警方調閱監視器，掌握竊嫌特徵，2日晚間在富榮路、富台街口發現，郭姓男子(38歲，毒品、搶奪等前科)的長相及穿著打扮，與偷車賊完全相同，上前盤查後查出他是竊盜通緝犯，隨即將他帶回。 

郭男看了警方出示的監視器畫面後當場認罪，隨後也帶著警方前往找回贓車，他供稱，他以自備鑰匙開啟他人機車，將車騎走，沒油就隨手丟在路旁，偷車只是為了代步。且他因居無定所沒工作，身上的衣服穿了9天都沒換。訊後被依竊盜罪嫌移送法辦。

【朱俊彥／台中報導】在百貨公司連鎖生活用品店工作的林姓男子(29歲)，原本2日要調往桃園分店，1日與搬家工人約好搬家，但搬家工人卻找不到他，在台北的陳姓女友相當著急，搭車南下找他，找來房東打開房門，發現他陳屍在臥室地板，全身出現屍斑，屋內的電腦開啟還在播放音樂。 由於現場沒有打鬥痕跡，門窗未被破壞，死者身上沒有明顯外傷，警方初步排除他殺嫌疑。確切死因仍待檢察官相驗查明。
 
陳女向警方表示，她從上月30日與男友失聯，透過電話、LINE找他都沒回，覺得很擔心，才去找他，沒想到男友突然死亡。

【陳嘉恩／台北報導】根據中央氣象局地震測報中心資料，今天上午11時43分在花蓮縣政府西南方39.8公里處，發生規模4.3地震，地震深度5公里，最大震度出現在花蓮縣光復有5級，南投也有2級震度，花蓮、台東、宜蘭則有1級震度。氣象局指出，這是上周四規模6.3地震的餘震，預估這類規模較強的地震發生後，2周內都還有餘震發生的機會。

各位大大好…事情是這樣的…

最近想安裝氣密窗，事前在和對方接洽時，我提出的重點就是「隔音要好」，業者提議原本的舊窗戶不拆，再外加一層氣密窗變成「雙層窗戶」的隔音效果是最佳；而怕吵到對面鄰居，業者提議不用把大門換掉，只要加裝一種「毛邊條」，我們覺的對方肯花時間和我們溝通，也會為我們省一點小錢，就接受選定這家安裝。

對方完工後我們也到現場稍微看了一下，付個尾款，直到業者離去後，我們也要回家了。

正要把大門鎖上時…卻發現大門加裝"毛邊條"後，門可以帶上，但是卻鎖不上去(不管從內外都鎖不上去)，我們趕緊打個業者，業者也有掉回頭來看，但真的無法解決門鎖不上的問題，他們竟然說那叫我直接拆掉毛邊條…(這樣東西也是你們提議可以加裝的，現在有問題叫我拆，卻支字未提要退我們多少錢？)

就是加裝這個"毛邊條"…結果門變成只能"帶上"，但不能"鎖上"

因沒有仔細檢查其他地方，現在過快半個月後才發現氣密窗的問題(那邊目前沒人居住，才會拖到那麼久才發現…)，業者量尺寸時好像沒有量好，尺寸有出入阿!!

沒東西好量縫的大小…就用50元銅板來測…結果不但比50元大，還可以外加我食指尖進去

房間2也是縫很大，也是和50元差不多大小…(不知為什麼房2的2張照片都傳不上來…)

我先生有打給業者，業者的意思是說…因為我們窗外面是"防盜外推鐵窗"，如果加裝氣密窗變「雙層窗戶」的話，氣密窗不會密合…才導致這種情形的…

但我先生很氣，覺的如果今天我們要的是"裝飾用氣密窗"，那還叫「氣密窗」嗎…如果知道縫是大成這樣，那也不要「雙層窗戶」就把舊窗戶拆了換一層氣密窗就好了阿!而且這與我們原本訴求的「隔音效果要好」的初衷根本相去甚遠阿!

然後業者和我們約11月4~6日會再過來一趟…

可是之前和業者談"毛邊條"時，業者的事後態度讓我們很不滿了(因為我怕有問題，事前有再三請對方來量尺寸、溝通，可是今天門鎖不起來，對方卻以一句"關不起來就自已把它(毛邊條)拆掉阿"就想打發我們…)所以我11/1日時就去桃園縣政府消費者服務中心填寫資料…

申訴訴求：全額賠償怕業者太吃虧，希望對方能做好，負責

請問各位大大…

問題1：這2扇氣密窗+紗窗門+毛邊條共計1萬8千元整，如果對方是打算賠償的話，那要賠多少才算合理的呢？(目前業者都尚未給價目明細，已要求對方下次見面時補開給我們了)

問題2：如果要求對方把上面縫補好，卻要我們再貼錢，或是把舊窗拆了，只裝新的氣密窗(等於要請對方補土)那我們要再付多少錢整修才合理呢？

問題3：請各位大大指點一下，我在消費者服務中心的內容這樣寫對嗎？還需要補充或加強什麼嗎？

是我對業者要求太高嗎？因為業者所安裝的氣密窗，和我家、以及我所認知的氣密窗是真的有很大的出入阿!請各位大大高抬貴手罵小力一點…謝謝…
