【洪敏隆／台北報導】環保署環評會議今審查台北捷運萬大線工程變更案，台北市捷運局提出第1期工程「中正紀念堂─機廠」全線變更為地下段，導致工期時間從原先6年增加為8年，預計2023年上半年才會通車，不過環評委員提出諸多質疑，要求開發單位補件後再審。
 
捷運萬大-中和-樹林線第一期興建路段，由捷運中正紀念堂站起，沿南海路、西藏路轉萬大路、穿越新店溪至永和保生路轉中山路、中和連城路至金城路，規劃9座車站及1座機廠，全長約9.5公里，原本規畫高架的員山子站與機廠，台北捷運局變更全線改為地下車站。
 
環評委員質疑，原本萬大線工期規劃為6年，變更後竟然變成8年，捷運工程施作有多年經驗為何開倒車？且開挖土方從原本115萬立方公尺增加為284萬立方公尺，質疑是否有土置場可加增加這麼多容量，要求下次會議再提出說明。
 
北捷局表示，由於全部變更為地下車站，加上新北市政府又希望機廠未來可保留延伸空間，工期才會拉長，目前預估可以通車時間是2023年上半年。另因改為地下段，中和連城路施工期間會只剩雙向各1車道，每小時運輸土方車輛多達28輛，將有一段交通黑暗期。

【曾伯愷／新北報導】家長真的要注意！三重區1名父親上月底晚上帶著3歲幼子，去五華街1家自助餐店買便當，在選菜色時沒注意小孩已離開身旁，沒多久回頭查看，兒子已不見蹤影，嚇得趕緊四處找尋，並打電話報警協尋。

重陽派出所巡佐賴恒彬、警員林怡辰找了近30分鐘，終於在五華街發現穿著特徵相同的幼童，獨自站在店門口，表情相當驚恐無助、眼眶泛紅。警員先安撫男童，並通知其父親前來領回。
警方呼籲，家長攜帶幼童，要十分注意，稍有不慎小孩就會因好奇而 離開父母身邊，須時時注意孩童動向，避免離開自己視線，以免因故而走失。

【石明啟／桃園報導】中華統一促進黨葉適支黨部主委王煥華（40歲）以經營停車場為幌子，涉嫌吸收黃廷凱（21歲）、林秉達（23歲）等人為黨羽，從事霸佔地盤、強收保護費。

警方調查，今年6月間，王男以舉辦毒品趴為由，涉嫌以神仙水迷昏酒店小姐，帶往隔壁包廂性侵得逞，事後還酒店恐嚇酒店小姐。另外，王男手下林秉達曾搗毀辦公室桌椅，王男教唆黨羽，開車衝撞林男，持刀械砍殺，並帶往殯儀館墳墓區恐嚇，最後帶到醫院急診室丟下。

警方查出，王男去年11月間前往中國，認識中華促進黨主席張安樂，兩人相談甚歡，得知王男祖籍浙江溫州人，以南宋溫州進士「葉適」之名為典故，要他在台成立「葉適」支黨部。警方今天收網，逮捕王男等5人，起獲鎮暴槍、黨部服飾等證物，訊後依組織犯罪條例等罪嫌送辦。

【大紀元2013年11月05日訊】（大紀元記者藍說真台北報導）財政部長張盛和日前在立法院表示，為配合物價上漲，累計漲幅超過10%，個人申報最低稅賦制課徵門檻從2014年開始，從600萬元調高到670萬元，繳稅戶也將從原先的4千多戶大幅縮減至1千餘戶。

遺產稅8大扣除額也一併放寬，被繼承人的配偶、父母、子女、兄弟姐妹等的扣除額都會往上調，調整金額5萬~61萬之間，保險死亡給付扣除額由現行每戶3千萬元提高為3,300萬元，未達3,300萬元的保險給付，將可免課徵最低稅賦。調整金額仍要以財政部年底公告為準，新制明年實施，後年申報時適用。

由於本次減稅以富人家庭受惠最大，引發外界質疑富人減稅。財政部多次澄清，高所得族群因累進稅率較高，因此獲得減稅效益較大，但稅制中性，與物價連動只是消除通膨影響，定額扣除一定會有此情形，各國皆然。◇

標題[請問] 機車被移車後被開單，有申訴管道嗎?
