【大紀元2013年07月14日訊】（大紀元記者曾去執編譯報導）美國加州大學爾灣分校中國現代史專家華志堅（Jeffrey Wasserstrom）教授近日在《時代雜誌》撰文稱，今年以來，中國出現在世界頭條新聞的消息，常常與其生活品質的問題有關。年初，就出現北京被不尋常的霧霾籠罩，以及上萬頭死豬壅塞上海黃埔江的消息。接著發生大陸民眾因擔心國內毒奶粉，轉而湧向香港搶購奶粉的消息。如今又有一份研究顯示，只要呼吸中國北方污染嚴重的空氣，就會讓人不只短壽五年。

華教授說，自從柏林圍牆倒塌與蘇聯瓦解，全球標示著所謂後共黨時代的來臨，這二十多年來中共政權的繼續存活一直引人深思與迷惘：該黨所透支的壽命何時用盡？如果令人關心的問題都屬內政，中共高層或許會覺得，比起今年其他國家所發生的許多動亂與惡政等壞消息，中國所發生的事件還算是好事。

中共一直使用諸多策略維護其統治的現狀，某些領域他們雖允許更大的個人自由，但仍一直無情的打壓異議團體。他們利用演講與廣播告訴人民政府作了許多好事，例如提高中國的國際地位，增進人民生活水準，建設感人的交通運輸設施並維持社會穩定。但是另一方面，更詭異與諷刺的是，他們特別凸顯在世界其他地區所發生的許多麻煩。這種作法可以阻止其人民視外國為學習模仿的對象，讓他們懷疑如果中國不再由共黨統治，可能會墜入更混亂的局面。例如1990年代，前南斯拉夫與蘇聯歷經多重的遭遇，而許多後共產主義國家的成功卻被忽略了。

2011與2012年中共美化其施政的策略受到挑戰。在內政方面，2011年7月溫州發生高鐵衝撞的大車禍，讓中共美麗建設的故事毀於一旦；對食物的恐懼讓人進食時懷疑生活水準何曾提高；薄熙來的多項醜聞讓人無法相信黨內嚴重的黨同伐異已成過去。在國際方面，北非與中東的茉莉花革命，緬甸的走向民主，以及本世紀初的顏色革命，同樣讓中共高層心驚膽戰。

今年前半年發生的國內事務已讓中共感到百味雜陳，當時有許多報導，包括污染的問題，很難符合中共當局報喜不報憂的願望。不過，去年11月有序的權力轉移與成立新的政治局中常委，乃至今年3月習近平取代胡錦濤成為國家主席，已減輕大家對黨內鬥爭、世局不穩的憂慮。

2013年初，中共高層在國際事務上的複雜情緒已減輕，習近平出訪各國的外交成果不多，但是當世界各地發生許多大事時，這些壞消息對中共高層而言，倒不失為悅耳的音樂。

例如，最近報導緬甸發生許多複雜的種族暴力問題，蓋過其民主發展的消息。同時美國中情局雇員斯諾登（Edward Snowden）的洩密案，對中共高層無異是天上掉下來的禮物。他洩漏的美國間諜活動，讓華府指責中共駭客攻擊實難以站在上風。而他洩漏美國對國內的監控活動，打破了只有不辦選舉的獨裁大國才會監控人民的說詞。

最後很重要的是埃及的消息。獨裁者在北非與中東紛紛垮台，中共的新聞機構決定將發生的問題塑造為：一個穩定的國家可能陷入混亂，而不將其塑造為一個民主國家可能變成從前的獨裁政體。近年開羅所發生的事件支持中共當局所想表達的觀念，至少可以用此質疑西方世界。

華教授結論道，誠如近來一篇關於中國北方人平均壽命的報導，我們要考慮的不只是質疑人民的所作所為，也要考慮他們的生活環境，同樣的規則也可以應用在中共未來的生存上，如果世界其他地方壞消息越多，分歧越大，則中共就越能度過難關，繼續殘存。
