底特律是舊經濟式微的象徵。不只是破舊的市中心；2000至2010年，整個都會區人口減少，程度在各大城市中最嚴重。相形之下，亞特蘭大是陽光地帶崛起的象徵，同一時期的人口增加逾100萬，與達拉斯、休士頓相當。

然而在一個重要的層面上，欣欣向榮的亞特蘭大就像沒落的底特律。在這兩個城市，美國夢似乎已經破滅，窮人的孩子很難在經濟方面往上爬。事實上，在亞特蘭大，孩子超越父母的社經地位所不可或缺的向上社會流動性，甚至低於底特律。雖然波士頓或舊金山的成長都遠低於亞特蘭大，底特律與亞特蘭大的社會流動性都不及前兩個城市。

亞特蘭大究竟出了什麼問題？根據一項最新發表的調查報告，亞特蘭大可能過度分散，以致困在錯誤社區的人們難以就業。

這項報告來自哈佛與柏克萊經濟學者共同主持的「機會平等計畫」。國與國間的社會流動性比較研究很多，它們發現近幾年來，仍然自認是機會國度的美國，其實具備比其他先進國家更明顯的傳承式階級體系。該計畫研究美國各大城市的社會流動性差異，發現差距甚大。在舊金山，所得屬於最低五分之一家庭的孩子，日後躋身所得最高五分之一的機率約11%；亞特蘭大只有4%。

研究人員探討與高低社會流動性有關的因素後發現，種族不是主因之一。反而是既有的不平等程度有關係：如果一個地區的中產階級人數比較少，向上流動的機率也會比較低。這與國家間的比較結果相似：相對比較平等的社會如瑞典，流動性也遠大於美國。他們還發現，住宅區隔離（不同的社會階級居住區相隔遙遠）與窮人力爭上游的能力，有很重要的負面關聯性。

在亞特蘭大，貧窮與富裕社區相隔遙遠，因為基本上一切都相隔遙遠。亞特蘭大是最分散的城市，程度大於陽光地帶的其他大城。即使政治人物願意花錢（事實上沒有人願意），有效的公共運輸系統也幾乎不可能。結果是，處於劣勢的勞工處處受困。某些地方可能有就業機會，然而他們無法前往。

根據「聰明成長」城市策略，緊密的市中心必須配置大眾運輸系統。分散與社會流動性間的反向關係強化了這層道理，但它與美國社會演變的論辯也有關係。

知名社會學家威爾森曾說，就業機會向郊區轉移的趨勢，使集中於市中心的非裔美國家庭受到嚴重衝擊。此外，包括單親媽媽明顯增加等社會現象，是黑人表現不如其他族群的結果而不是原因。也就是說，這些家庭因為缺少好工作而深受打擊。

最近，我們聽說非裔美國人社會功能失調的次數比以往少，因為勞動階級白人的傳統家庭也已變弱許多。為什麼？不平等更嚴重，以及就業市場萎縮可能是主因。然而有關社會流動性的最新研究顯示，都市過於分散（不只是就業機會流出市中心，而且許多比較不寬裕的郊區居民也難以利用就業機會）也是重要因素。

正如前述，這種觀察顯然支持政府應採取一些政策，以協助養不起多輛汽車的家庭正常運作。然而我們也應從這個國家已迷失方向的更大觀點看，我們提倡機會平等，卻提供愈來愈少機會給最需要機會的人。

平鎮市今年第一場狂犬病疫苗施打明天在愛家發展中心辦理，市公所說，這是每年例行性的疫苗施打，今年因為傳出狂犬病疫情，施打率提高。
