洪仲丘家屬今天提出錄音檔質疑士官長陳以人有買飲料，國防部法律事務司今天說，軍檢已傳喚542旅旅部連輔導長吳翼竹查明。

立法院程序委員會排定臨時會議程，朝野共識將國防部長到外交及國防委員會報告「軍中人權保障及陸軍下士洪仲丘案」專案報告列第一案。

中國國民黨籍立委楊瓊瓔質詢要求國防部說明洪家提出的說法，國防部法律事務司副司長張培璵表示，根據軍檢調查結果，飲料的確是813醫院護士訂的；根據洪家今天爆料，他透過軍檢瞭解，軍檢已傳喚吳翼竹查明。

國防部長楊念祖強調，行政機關無法指揮軍檢，請家屬向軍檢提供新事證。

媒體報導，洪仲丘案昨天偵結起訴，軍檢調查上士范佐憲、士官長陳以人沒有買飲料賄賂813醫院，洪仲丘姊姊洪慈庸上午公布錄音檔，聽到當初軍檢在醫院調查時，輔導長親口承認「陳以人在買飲料」。

另有高達92％媽媽認為，當地縣市政府鼓勵生育的誘因「不足」或「非常不足」，有84％的媽媽對於當地政府所提供的托育政策「不滿意」或「非常不滿意」。

《親子天下》雜誌以網路問卷調查六都（五直轄市與桃園縣）家有六歲以下孩子的媽媽的托育現況和需求，調查時間為今年6月14日至7月16日，共計有2,771名居住在六都的媽媽填答。這些媽媽的平均年齡為35歲，九成四具備大專以上學歷，近七成目前有全職或兼職工作。

媽媽迫於經濟得工作賺錢 但忙碌犧牲了親子相處時間

調查指出媽媽們的經濟壓力也在其他問題回答中獲得呼應。有三成三媽媽表示，家中六歲以下孩子托育、學費的每月支出總和，占全家月收入的四分之一以上。結果也指出，家有三歲以內幼兒的媽媽，有70％在「經濟可負擔」前題下，希望由自己或配偶照顧孩子，但現況是，只有38％是親自帶小孩，另外的28％將孩子交由長輩或親戚照顧。

政府立意良善的政策是「看得到吃不到」的口號

根據勞委會2012年調查，全台已有近八成企業提供員工育嬰留職停薪假，但本次網路調查卻發現，就業媽媽中有高達83％未申請過育嬰假。經過交叉分析後也發現，家有三歲以下幼兒、希望自己帶孩子且目前有全職工作的媽媽，也有近八成未申請過育嬰假，原因有48％媽媽回答是因經濟壓力，有33％回答是因「職場請假不便」。若臨時有照顧孩子需求要向公司請假，也有三成五的就業媽媽表示「有困難」。

調查「政府加強提供哪些友善育兒措施，會提高您生孩子意願」時，有65％的媽媽選擇「每月加發育兒津貼」，其次是「提供普及且平價的托育機構」有48％。近年來各地政府競賽般地發放生育紅包，則僅有16％媽媽認為會構成誘因。這群高學歷、居住在都市的中產階級媽媽需要的是長期、穩定、全面的支援。

另有幾個調查結果也值得探討，包括：三成七媽媽生活壓力來自缺乏臨時支援幫手，這與現代社會中鄰里友善程度低落相關；71％受訪媽媽表示住家附近少有或完全沒有可臨時借醬油、臨托小孩、收掛號信的鄰居或親戚。另有36％媽媽表示，即使孩子讀小學高年級也不放心讓他們單獨上下學；四成四媽媽對自己在所居住城市的夜間獨行感到不安全。
