市府有信心逐漸控制狂犬病疫情

記者莊漢昌／台南報導

狂犬病疫情持續延燒，市長賴清德5日召開指揮中心會議，邀集12個山區及流浪犬較多的區域，共計17區區長，了解各區防疫現況及流浪犬隻施打疫苗情形。賴市長強調，市府有信心逐漸控制狂犬病疫情，請民眾不需過度擔心。

賴市長說，根據台大獸醫學院教授費昌勇研究，狂犬病毒可區分為都會區狗型病毒及山區野生動物型病毒，目前已確定狂犬病陽性反應的鼬獾病毒基因序列看來，幾可確定是由中國動物走私而來，目前發現的物種也集中在鼬獾，研判跨物種傳染的機率較小。因此，狂犬病沒有民眾想像的那麼可怕，也不需要強制流浪犬安樂死，這是沒有必要的。

賴市長要求區公所要正確傳達訊息，先請各里長與會宣導並教育正確防疫觀念，再針對區內流浪犬查察數目，只要百分之百的流浪犬都能施打疫苗，防疫工作就能落實。另外，里長也要透過里內廣播宣導動保處巡迴各區針對家中犬貓疫苗施打的時間、地點，方便民眾為寵物施打疫苗。

賴市長也要求動保處針對動物保護人士收容流浪犬的處所安排免費施打疫苗，並希望民眾通報流浪犬時，由當地里長先前往查看，立即判斷是否剪耳，如有剪耳可向民眾說明不需恐慌，如無剪耳，則通報動保處前往抓補注射疫苗，並安排結紮，市府也會追加動物結紮預算。

根據南市動物保護處資料，目前台南市狂犬病確診病例共有南化2例、六甲1例、楠西1例共4例，皆為鼬獾。而動保處目前已完成歸仁等9區，其中南化區施打已逾9成，其餘山區也會在本週內完成第一輪注射，之後再針對疫區進行第二輪全面施打。

而在疫苗儲量部分，至8月4日為止儲備疫苗約餘2000劑，市府已緊急採購3萬劑，預定8月9日前會有5000劑先到貨，其餘則在8月底前陸續送達。目前南市共有118間動物醫院提供疫苗注射，未來也將每週進貨，但因需求民眾暴增，動保處估計在8月底9月初即可到位。防檢局採購的疫苗部分，8月5日有5萬劑到貨，8月15日還將有45萬劑，未來到貨後即可供應擴大施打範圍。

衛生局表示，民眾如被動物咬傷，請到本市疫苗儲備醫院就醫，目前除成大醫院外，8月5日起新增奇美醫院及柳營奇美醫院為疫苗儲備醫院。狂犬病暴露分為3級，第1級是有接觸動物而未受傷，可不需處理。第2級是皮膚有輕微咬傷或抓傷，但沒有流血，則應局部清洗消毒後接受預防注射。第3級是有出血損傷或粘膜接觸，除局部清洗消毒外，還應接受免疫球蛋白及暴露後預防注射。

【陳智偉／綜合外電報導】中國海關總署公布7月外貿統計，出口年增5.1%，較6月3.1%轉強，超越經濟學家預估的3%，同期進口成長10.9%，不僅大幅超越經濟學家預估的2.1%，也逆轉6月下滑0.7%的局面，淡化內外需萎縮、中國經濟走疲疑慮。

【政治中心／台北報導】枉死的陸軍下士洪仲丘姊姊洪慈庸上午在律師陪同下到立法院，拜會立院朝野黨團，呼籲加快《軍審法》修法進度。洪慈庸說：「修法在即，擔心若臨時會不通過就沒有人關注，所以今天特地上來拜訪各黨團。」
