借據是否要到法院去認證，才具有法律效力呢？不一定~簡單說雙方有借貸關係~借據無假造~債務人出於自由意志下親自簽名~就有效力了
對方若無法如期還款，才可能有法律來處理~~

國家通訊傳播委員會（NCC）副主委虞孝成昨（7）日表示，第2季有線電視數位服務用戶普及率達30.89%，目前每季都持續成長，預測年底可達到40%至50%的目標。

NCC公布最新有線電視及播送系統第2季訂戶數統計，總計有497萬戶，以內政部公布的總戶數823萬戶計算，普及率60.43%，其中數位服務用戶有153萬戶，數位服務普及率約三成。

NCC表示，去年下半年起，各有線電視業者積極提高數位化比率，每季都成長3至4個百分點，今年起更達到4至5個百分點，如果第3、第4季都能各成長5個百分點，到年底將可達到40%的普及率，加上亮點計畫，鼓勵業者加速數位化，到年底時就可望達到50%普及率。

據瞭解，有線電視用戶數的普及率最高時曾達70%，在隨選視訊（MOD）剛推出時，彼此替代性不高，近年來MOD頻道與內容增加，逐漸有替代效應，因此有線訂戶數普及率略為下滑。

另外，NCC將召集各部會成立網路防護機制，引發網友爭議，擔心有違言論自由精神。NCC強調，將在8月成立網路內容防護機構，是為避免不妥的網路內容對兒童或少年身心產生負面影響，因此推動網站業者建立自律機制，採取明確可行防護措施等。

NCC表示，網路內容防護機構工作項目包括：兒童及少年使用網際網路行為觀察、過濾軟體的建立及推廣、兒童及少年上網安全教育宣導、內容分級制度推動及檢討、推動網際網路平台提供者建立自律機制。目前是由「WIN網路單e窗口」受理民眾申訴，明年起將由網路內容防護機構受理。

根據統計，「WIN網路單e窗口」自民國99年8月成立至102年7月15日，共受理民眾申訴2.3萬件，由案件類型區分，以網路色情46.1%為最多，其次為網路詐騙14.9%。

疾病管制署公布今年第二例本土麻疹確定病例，該名病例為居住於北部的25歲男性，7月29日因咳嗽、流鼻水等症狀至診所就醫，7月31日出疹，因症狀未改善，8月2日至急診就醫，通報確診為麻疹，目前已康復。

為防範疫情擴散，已展開各項防疫調查工作，掌握148名接觸者，目前尚未發現有疑似麻疹症狀者，預計監測至8月22日止。

小弟人在美國,剛好看到有大大在B&H訂了RICOH GR,剛好4月把Olympus XZ-1售出後,就一直在觀望新的相機,主要是XZ-1拍小朋友的成功率越來越低了,小朋友越來越會動,高ISO的噪點又無法接受,本來考慮NIKON Coolpix A,但爬文後發現對焦速度比GR慢,又大了一點點,所以GR就成了我的目標,當然我知道拍小朋友單眼是最佳選擇,但小弟很懶的帶一堆東西,只希望相機可以放進口袋,所以不考慮可交換頭的相機了.
另外順便買了一個EYE-FI 16G MOBI WIFI記憶卡,試用後真的不錯,非常方便,只要相機及手機都在開啟狀態下,相片一拍完馬上就傳到手機了,而且很快.

最後想請教大家,爬文後有幾個問題請問一下.
所有的外閃都是可以接在任一台相機上嗎?是不是可以,但只是某些功能會無法使用?
小弟想買個可打跳燈的外閃來用,重點是體積別太大,出力不要小到連在大一點的住家客廳都不能用就可以了.
爬文後看到Canon 270EX 和 Sunpak RD2000 Digital.
主要是外閃產品實在是太多了,根本看不完,不知道怎麼下手.
指導一下小弟吧.
