殼牌石油 (Shell) 是近來又一家宣布減記油田面積價值數十億美元的大型油氣公司，這讓一直對頁岩油氣開發抱持懷疑的人士，有了個理由能質疑，水力壓裂法所帶來的油氣革命是否已碰上大問題。

在殼牌於 8 月 1 日的聲明中，超過 20 億美元減值主要都與位於北美洲的頁岩蘊油油田有關，反映出最新探鑽與估值的結果。其他已對美國頁岩油田資產進行減記的石油公司，還有英國天然氣集團 (BG Group)(BG-UK)及澳洲必和必拓 (BHP Billiton)(BHP-AU)。

有市場人士認為，石油業者過去太過熱中頁岩油氣開發，現在正是反效果出現的時候。研究機構 Bernstein Research 分析師也在備忘錄表示，應對殼牌探鑽結果與預期的落差謹慎看待。

但路透社專欄主筆 John Kemp 分析，殼牌和其他大型石油公司的減記，只表示它們太晚進入頁岩油開發的競爭，在低品質與未適度探勘的資產上做了過度支出，而不代表頁岩油氣革命有衰減的跡象。此項技術的生產潛力，應與石油公司購買開發權的花費分開來思考。

在 2007 至 2011 年間，頁岩油氣產業呈現出泡沫化的種種跡象：顛覆性的新技術為早期投入者帶來豐厚財富，其他投資人與企業也一窩蜂跟進。可以預見，後到的投資人得花更高價格取得開發權、成本上升、市場供過於求、油價下跌、豐厚利潤不再，導致資產減記的結果。

資產減記都發生在頁岩熱潮的晚期投入者身上，不管他們是以租用或收購方式取得開採權。

頁岩氣的生產對油氣與凝析業者自身造成衝擊，因為頁岩氣產量很大，而使天然氣或乙烷、丙烷、丁烷等產品價格下跌。但對石油業者而言，主要衝擊來自於對油田的過度支出。頁岩有高度異質性，不同地點的頁岩組成可能差別很大，且各個頁岩油田的開採情形均不相同，難以等而論之，或依循他例估計產量。

在每個不同的頁岩油田，壓裂法需要多次測試與鑽探來找出最好的生產點。早期投入頁岩油氣生產的業者，已經過長期測試，找到其油田中最有效率的生產點，他們也較早簽下開發租約，分紅及租金等各項條款都較為合理，較晚進入的業者條件就相對不利。就像當年的淘金潮，持續發燒個幾年後，姍姍來遲的企業只能租到較無價值的土地，也不那麼令人意外。

雖然並非所有新油田都一定會令人失望，但較昂貴的勘察支出與鑑定工作是無法避免的，探鑽與壓裂都要經多次實驗，才能找到正確的開採點。有些頁岩層就是產量不佳，而有些則仰賴更多的投資。這些在頁岩熱潮高點才加入的企業，他們必須體認已經過度支出，並且絕對不會在預期的時間點內獲得理想回報。

【林錫淵、楊適吾／高雄報導】高市一名以賓士車代步的林姓男子（36歲，有傷害、毒品、盜匪前科），染毒癮多年，今年初改當藥頭在市區販毒牟利，每隔2、3天就向中盤商馮姓男子（43歲，毒品，公共危險前科）購買毒品，交易地點都在苓雅區光華一路一家商務旅館。

警方跟監發現林男又去飯店交易毒品，趁林男出來時將他攔下，林男見警方查緝卻冷靜異常，不慌張，員警搜索遍尋不著毒品，專案小組靈機一動，懷疑毒品藏在內褲或私密處，遂將林男帶至偵防車內脫衣搜身，果真從內褲起獲第一級毒品海洛因5包，共重3.2公克。

警方上樓再逮馮男及其王姓女友（36歲），在馮男手機充電器內及裝口香糖鐵盒內，起獲安非他命15.6公克、海洛因21.4公克等，3人均依《毒品危害防制條例》送辦。

【王玉樹／台北報導】第11號輕颱尤特正以不慢的時速17公里往西北西朝南海前進，專家認為往北掃到台灣機率不大。天氣風險管理公司總經理彭啟明說，受尤特外圍環流影響，周一、二時東部宜花東地區迎風面都會有不小雨勢，可能達到大雨與豪雨等級，西南部也會有午後熱對流陣雨，「這颱風來的是時候，剛好可以解救台灣的熱浪現象」。  

中央氣象局預報中心主任鄭明典則說，尤特過後可能後續帶進低壓熱對流區，不穩定的氣流將能使全台都有降雨機會，預估下周三、四雨量最大。
