基隆市長張通榮涉關說縱放酒駕婦女案，監察院昨2度召開彈劾審查會，多位監委預料彈劾案會過關，但投票結果6票對六票，未成立彈劾案。依程序，監院無法再提第3次彈劾，提案監委楊美鈴說，很遺憾，「我努力過了，真的希望有第3次彈劾」。
