Fed訂台北時間22日凌晨2時公布7月會議紀錄，市場人士將據此觀察，多數官員的立場是傾向希望更快縮減量化寬鬆（QE）規模的鷹派，還是希望減慢縮減QE步調的鴿派。

Fed主席柏南克先前說，今年底前可能開始縮小買債規模，促使市場預期美國9月就會啟動寬鬆措施退場。

摩根大通首席經濟學家卡斯曼指出，7月30日、31日的會議紀錄有助釐清部分官員的立場。他認為，Fed正在評估縮減QE可能造成的影響，憂心房貸利率上漲和金融情勢緊縮會傷害成長；會議紀錄也可能顯示Fed官員討論是否同步減少收購美國公債和抵押擔保證券（MBS），他認為Fed會先減少購買公債。

卡斯曼說，會議紀錄也將透露「Fed對9月啟動退場的準備程度如何」。

堪薩斯聯邦準備銀行22日到24日也將在傑克森洞舉行央行年會，但這次Fed重量級官員預料不會發表演說，市場的關注程度可能降低不少。

柏南克、歐洲央行總裁德拉基和英國央行總裁卡尼都將缺席；Fed副主席葉倫會出席，但不發表演說，只參與討論；另一位Fed下任主席熱門人選桑默斯也不參加。會中最知名的演說者為日本銀行總裁黑田東彥。

瑞士銀行（UBS）分析師理查茲說，市場仍將從傑克森洞央行年會找尋Fed後續動作的蛛絲馬跡。

他認為，公債殖利率漲得愈快，Fed就愈可能暫緩縮減QE，在美國10年期公債殖利率上周躍升到逼近2.9%後，9月若維持在2.8%至2.9%的水準，Fed 9月啟動退場的機率會降到「頂多50%」。

太平洋投資管理公司（PIMCO）策略師克里岑茲認為，Fed開始削減每月850億美元的購債規模時，將同步減少收購公債和MBS，先減少購買規模200億或250億美元三次後，最後再完全結束。

大貓熊寶寶圓仔，經過第八天與媽媽每天定時相處，甚至過夜之後，動物園觀察到，媽媽圓圓與寶寶圓仔的互動越來越好，動物園表示，甚至媽媽圓圓晚上與寶寶過夜，也會不放心地、不時張開眼，注意寶寶是否睡得好，至於大家關心圓仔何時開眼，動物園表示，應該這幾天圓仔就會張開眼，也希望圓仔第一眼見到的就是媽媽。(林麗玉報導)

台北市立動物園從上週五開始，讓寶寶圓仔與媽媽圓圓一同相處，現在相處的時間越來越長，動物園也觀察到，現在媽媽圓圓照顧寶寶圓仔過夜，已經相當熟練，儘管媽媽圓圓努力把寶寶「圓仔」哄到安靜熟睡，「圓圓」自己也累到一直打瞌睡，圓圓沉重的眼皮快要閉上，卻還會不放心地努力撐開眼，觀察寶寶是否睡得好，動物園秘書張志華說，就像人類一樣，充分展現母愛。

至於大家關心寶寶圓仔還時可以張開眼，由於現在圓仔已經四十一天，體重也已經突破兩千一百公克，動物園預估，圓仔這幾天應該就會開張眼睛看世界，動物園也拉長圓仔與媽媽圓圓的相處時間，希望寶寶圓仔一張看眼，第一眼看到的就是媽媽圓圓。(照片由台北市立動物園提供)

活絡國內股市，中央銀行推動外資在台借款投資台股，為避免資金移作他用，中央銀行限定，外資以股票為擔保品向國內金融機構借款時，資金只能用在台股現貨投資，且僅能買入股票作多、不能放空。

央行指出，外資向銀行借錢投資台股，須以股票為擔保品，該專戶僅限投資「台股現貨」，意即不能用來投資期貨等其他商品，駁斥央行政策恐成為「外資放空台股與期貨銀彈」的說法。

央行外匯局副局長顏輝煌表示，「外資以股票為擔保品，融資得到的款項會直接匯入帳戶，所以只能拿借來的錢去買股票，不能作為融券放空之用」，不能另外匯入款項清償借款，必須賣股還款後匯出。

央行指出，推動這項業務好處多多，除可降低外資匯率風險外，也可活絡股市、擴大新台幣授信業務，並減輕新台幣匯率波動幅度。
